Introduction

  • Pick Everard have been appointed by the client and have completed this site inspection in pursuance of the appointed scope for this project. Pick Everard on behalf of the client are reviewing and monitoring the progress of the project against the requirements of CDM 15 in specific regard to monitoring the construction phase and management of H&S on this project. This inspection seeks to review and identify that suitable and sufficient arrangements are in place for managing H&S, where it is believed that standards have fallen short of the minimum requirements suggested actions have been noted with a suggested time frame and will be reviewed for completion with the client.

  • Is the F10 Notification up to date and displayed?

  • Is the project CPP regularly updated and current?

  • Sample of RAMS, are the RAMS suitable and specific to the task?

  • Up to date project Logistics Plan?

  • Up to date Fire and Emergency Plan?

  • Records of training and site management capability? e.g CSCS, SMSTS, SSSTS, PASMA, IPAF, etc.

  • Records of on site training, TBT carried out as specified in the CPP?

  • Are the site registers maintained? e.g signing in / out register, Scaffold Inspection, TW register, Plant checklists, PUWER register, PAT register, etc.

Site Setup

  • Are the welfare facilities suitable, sufficient and maintained?

  • Is the First Aid provision suitable and sufficient?

  • Is the site secured with hoarding / fences / lockable gates / security cameras or gate manning?

  • Are the gates kept locked and is access to site controlled?

  • Is the site office suitable for those working in them?

  • Fire detection within the site accommodation?

H&S Management

  • COVID secure environment and compliance with government guidelines

  • Management of work at height, MEWPs, Ladders, Edge protection, working platform, use of harnesses.

  • Management of confined space working, emergency procedures, communication, PPE?

  • Management of plant and vehicles, sufficient separation of pedestrians and vehicles?

  • Management of COSHH, Assessments available and suitable storage. Use of PPE?

  • Management of lifting operations, suitable plan, test certificates and trained operatives?

  • Management of Hot Works, permit in place, flammables removed from area, fire watch being conducted?

  • Have isolations been carried out prior to works commencing, LOTO and PTW in place?

  • Management of Temporary Works, excavations shored, designs in place, inspections being conducted daily?

  • Use of Plant and Equipment, daily inspection being carried out, training of operatives, condition of plant?

  • Management of asbestos, R&D completed, plan in place, ACMs removed in accordance with CAR 2012 or protected?

  • Management of tools and equipment, records in place, condition, PAT, PPE being used?

  • Management of manual handling, lifting aids, reduction of loads, vertical transport?

  • Management of dust, damping down, dust extraction, PPE?

  • Management of noise, PPE zones, PPE worn, noise suppression screens?

  • Management of HAVS or WBVS, risk assessment and duration assessed?

  • Are the fire and emergency arrangements current, known, printed and displayed across the site?

  • Is the evacuation procedure known and displayed across the site?

  • Is the site' s housekeeping kept to a good level, free of trip hazards, debris and overhead hazards?

  • Is the waste regularly removed from site by certified and licenced contractors?

  • Is there recycling on site / hazardous materials separated?
