Standard Brief

  • This document serves to outline the standards that shall apply to commissioning and handover of spaces that have been fitted out or refurbished as Network Communications rooms
    1.1 Standard Document Access

    All Deakin University ITSD staff and contracted personnel are provided access to this document.
    Designers, installers and contractors must ensure they have the most current version of all standards prior to engaging in any work.
    The most recent version of the Standards can be found on the internet at:

    1.2 Policy

    These standards must be used in conjunction with all other referenced standards, and when considered in isolation from the referenced standards may not constitute adequate conformance.

    1.3 Conflict of Information or Clarification

    Whenever a conflict of information occurs or clarification of instruction is required all queries shall be made to the ITSD AV and Networks Unit Leader.

1. Checklist

  • This document provides a clear checklist for ITSD staff to assess the quality of installation. This document will also be used as a guide for the installer to understand how work will be assessed against Deakin standards.

    Once the requirements of this list are met this document will become a reference for sign off at which point the venue is handed over from the installer to ITSD to initiate operational handover.

1.1 Communications room and environment

  • Entry door lock is card reader or keyed to campus standard for communications rooms.

  • Comments

  • Room has signage indicating restricted access.

  • Comms room entry door width is no less than 1 metre wide.

  • Entry door has 180o rotation when opening outwards .

  • Is the Comms room directly accessible from a normal pathway ( ensure that the room is not locked off by another door )

  • Check room designation with Deakin ICT Standards( CM1-5 ) ,does the Room conforms to minimum size standard .

  • No other services passing through room.<br>Includes: Plumbing, large scale Electrical cables <br>

  • Are all wall penetrations/ core holes sealed after use

  • Are cable trays used to support cables

  • Minimum rack clearance of 900mm on front, rear and at least 1 side are maintained.<br>See DEAKIN ICT Standards.

  • Ceiling must not be solid plaster- no celling cover or removable tiles is acceptable

  • Flooring is flat and level.

  • Floor is vinyl or sealed.

  • Room must be cleared of all rubbish-spare boxes, other equipment. Floor is clean and clear. Clean between racks.

  • Fire or smoke detector installed.

  • No sprinkler system installed

  • Fluorescent lights positioned for best illumination of equipment and distribution frame

  • Air conditioning head unit clear of racks and distribution frame

  • Air conditioning unit waste water pipe exits the room.

  • Air conditioning unit is working and room is approx. 20 Deg C – check with smart phone app.

1.2 Communication Room Equipment

  • Standard 2 or 4 post Panduit rack used for networking items.

  • Does the Rack have an asset tag

  • Panduit Rack numbering installed with RU1 at top.

  • Rack installed with cable management on both sides.

  • When 2 post rack installed has seismic bracing been included.

  • Has rack been anchored to floor, always required when 2 post rack installed.

  • Cables, Optic Fibre patching and Power installed in the approved cable management spaces.

  • Switch tails formed neatly into left hand rack cable management.

  • Waterfall used to support switch tail drop off from cable tray.

  • Optic fibre cable, trays and associated components are as per Specified in Deakin ICT Standards.

  • Optic Fibre lead in section is install neatly with adequate support..

  • Optic fibre has been provided with dual path in separate runs.

  • Optic fibre tray mounting starting at RU1.

  • Optic fibre tray has labelling as per Deakin ICT Standards

  • Optical fibre patch leads have labelling as per Deakin ICT Standards

  • All cables ( fibre and copper ) restrained with Velcro not cable ties

  • All relevant cabling restrained with Velcro ties in neat and tidy manner

1.3 Communications Room-Power

  • UPS Model

  • Insert Image of UPS/Insert image of labelling.

  • UPS has network card connected to the Deakin Network

  • Does the UPS show any visible or audible warnings?

  • Is the UPS load below 65%

  • Is the UPS accessible front and rear

  • Is the UPS Asset Tag labelled as per Deakin requirement

  • Is the UPS labelled per DEAKIN ICT Standards

  • Has the room been fitted for Dual power support.

  • Are there 2 x 10Amp Captive outlets fitted per switch stack of 4

  • Power outlet for UPS and non UPS is from roof and suspended to fall into the right hand rear cable manager of the rack at between 1.5 -1.6m above floor

  • Rack power distribution for UPS distributed power is APC19 inch rack mounted distribution board unit model AP 9559 Rack PDU.

  • Rack power distribution board is mounted orientated according to 2 or 4 post rack directions and 2 RU below switch stack.

  • Rack power distribution for NON - UPS distributed power is THOR power rail

  • Plug on power cable from UPS to outlet is held by bezel hold device.

  • Confirm with FMSD that the power circuit is specifically for the UPS with no other outlets attached and that the circuit is a non RCD (residual current device) circuit breaker.

  • General-purpose power point is installed. Should be positioned outside of rack perimeter.

2.3 Cisco switch

  • Each switch must have a visible easy to read assert tag label - Are the switches Asset Tag labelled as per Deakin requirement

  • Each switch stack must have a visible easy to read label -Are the switches labelled as per DEAKIN ICT Standards

  • Insert image of comms layout front on shot

  • Is the first Cisco switch installed at RU15.

  • First Cisco switch in each stack installed has Up-Link, 2x power modules and Cisco SFP.

  • Last Cisco switch in each stack installed has Up-Link module and Cisco SFP

  • Each Cisco switch has correct Data back plane connections as per Cisco and Deakin ICT standards .

  • Each Cisco switch has correct Power Stacking cable connections as per Cisco and Deakin ICT standards for dual Power

  • Cisco power lead is replaced with CAB-C15-CBN 250 VAC 13 A (C14 to C15 lead). No plug adapters used

  • If more than 4 switches that each group of 4 or part of his second power unit in the group.

  • Ever switch has 1 RU gap between previous switch.

  • Are all cabled field outlets patched(to achieve 100

  • Are all patch leads connected and routed as per patching schedule see ICT Standards

  • Confirm switch subscription/patching does not exceed 75% at build ( visible check =total numbers of ports minus 25% must be free )

1.5 Communications Room Cable Distribution Frame if Installed.

  • Has the room been fitted with a distribution frame - if no disregard next section

  • Distribution frame conforms too one of the Deakin designs for distribution frames.

  • Distribution frame backing board is 16mm Melamine board and is either support by Unistrut frame of Melamine box assembly.

  • Distribution frame has all cable entry holes pre-cut.

  • Distribution frame has all Krone mounting frames and jumper rings installed.

  • Distribution frame has 3x cable tray above verticals A/B, C/D and E/F.

  • Distribution frame installed cables are labelled with the Deakin required syntax.

  • All installed patch leads are labelled at each end with the labels supplied by Deakin University. Same number appears on each end of patch lead.

  • In rack 12 port field cable patch panel installed for local cabling.

1.6 3rd party Equipment

  • Is there 3rd Party equipment installed in a Deakin comms rack

  • Is there 3rd Party equipment installed powered from Deakin UPS

  • Is the 3rd Party equipment installed in a neat and tidy manner Notes field

1.7 Monitoring & Records

  • Has the switching equipment been added to THRUK(https://soc.deakin.edu.au/thruk/#main.html)

  • Has the UPS been added to DCE: upsmon.its.deakin.edu.au

  • Does ups appear correctly in THRUK(https://soc.deakin.edu.au/thruk/#main.html)

  • Does the room have a WAN connection.<br>

  • Is Thruk correctly for EHS.

  • Does the room have a Distribution or Gateway Switch <br>

  • Is Thruk correctly identified for EHS.

  • Has Solarwinds been updated for all devices: switches, UPS, other

  • Has Patch Manager been updated

2.5 Beyond Communications room

  • Items associated with the Communications Room but terminated in other areas shall also be inspected for sign off.

  • Far end Communications room where first optic fibre run installed. Optic fibre cable, trays and associated components are as per DEAKIN ICT standards .

  • Connecting communications room where second optic fibre run installed. Optic fibre cable, trays and associated components are as per DEAKIN ICT standards .

  • All data point are labelled as per DEAKIN ICT standards .( sample check 5 outlets )
