Inspection Elements
1 - GENERAL

1.1 - Is there a WHS management plan in place?

1.2 - Are all workers at the workplace aware of the WHS management plan and site safety rules?

1.3 - Do all workers at the workplace have their General Construction Induction (White) card?

1.4 - Have all workers at the workplace been through an onsite Elderton Group induction and received an Elderton Group induction card?

1.5 - Do contractors have a SWMS?

1.6 - Have contractors viewed and signed their SWMS?

2 - EMERGENCY MANAGEMENT

2.1 - Is there an accident procedure for the workplace?

2.2 - Are workers on site aware of the procedure?

2.3 - Do contractors have a first aid kit?

2.4 - Are all injuries and incidents including near misses being recorded and reporting?

2.5 - Is there an emergency procedure for the workplace?

2.5 - Are designated exits kept clear?

2.6 - Are means of extinguishing a fire available at the workplace?

3 - WORKING AT HEIGHT|SCAFFOLDING

3.1 - Have SMWS been developed where a risk of a person falling 2.0 meters or more?

3.2 - Are appropriate fall prevention controls in place?

3.3 - Do scaffold or working platforms over 2 metres high have fall protection and kickboards and/or containment screens?

3.4 - Is void protection to stairs or floor penetrations in place?

3.5 - Have scaffold beens erected by a person holding a certificate of competency?

3.6 - Have hand-over certificates/tag been provided for scaffold prior to their first use?

3.7 - is there a Guardrail Safe System fitted to lower story stud walls before laying floors and erecting walls on second story?

3.8 - Are there Guardrails/Edge Protection fitted before roof cladding is installed?

4 - PERSONAL PROTECTIVE EQUIPMENT (PPE)

4.1 - Are workers on site wearing appropriate protective footwear?

4.2 - Are contractors wearing protective eye wear?

4.3 - Is hearing protection equipment available and used as required?

4.4 - Is sun protection available?

4.5 - Do visitors wear the the relevant PPE?

5 - SIGNAGE

5.1 - Is appropriate signage displayed where a particular hazardous process is occurring or where specific PPE is required?

5.2 - Does signage on the fence have relevant information - Including construction site sign, emergency procedure and builders certifier's details?

6 - HAZARDOUS CHEMICALS

6.1 - Are safety data sheets (S.D.S) available to workers for any hazardous chemicals at the workplace?

6.2 - Is there a hazardous substances register readily available and up to date?

6.3 - Are containers correctly labelled?

7 - WORK AREAS|HOUSKEEPING|AMENITIES

7.1 - Are work areas tidy?

7.2 - Are rubbish bins emptied regularly?

7.3 - Are material appropriately stored/stacked?

7.4 - Is clean drinking water available at the workplace?

7.5 - Are lighting levels satisfactory?

7.6 - Are access & egress ways clear of debris?

8 - POWERED HAND TOOLS

8.1 - Have all staff been trained as competent in the use of powered hand tools?
Contractor SWMS

8.2 - Are training records maintained?

8.3 - Are guards to powered hand tools fully operational?

9 - TRENCHES & EXCAVATIONS

9.1 - Have SWMS been developed for any trenches exceeding 1.5 metres in depth when a person is required to enter?

9.2 - Are trenches/excavations suitably benched, battered or shored?

9.3 - Are trenches/excavations suitably protected to prevent people falling in?

9.4 - Have enquiries been made with 'Dial before you dig' prior too starting ?

10 - PLANT|MACHINERY

10.1 - Are regular inspections conducted and records maintained?

10.2 - Is there adequate and well maintained guarding in place?

10.3 - Are operators appropriately licenced/competent to operate equipment?

10.4 - Have SWMS been developed for any powered mobile plant?

10.5 - Are workers wearing high visibility vests where mobile plant is operating?

10.6 - Are forklifts fitted with operational audible reversing beepers?

10.7 - Have risk assessments been undertaken in relation to plant and machinery ?

11 - ELECTRICAL EQUIPMENT

11.1 - Are all leads & electrical equipment tested and tagged as required?

11.2 - Are RCD's being used , tested as required & records maintained?

11.3 - Are extension leads in good condition?

11.4 - Is clear access provided to the electrical switchboards?

11.5 - Are controls in place where working in proximity to high voltage electrical cables?

12 - SITE SECURITY

12.1 Is there potential for Temp Fencing to collapse?

12.2 - Is there potential for unauthorised access on the site by any individuals?

12.3 - Is fencing erected on a firm foundation throughout the construction site?

12.4 - Are all fence fittings (Including Clamps) installed securely, with the nuts on the inside for opening safely?

12.5 - Are gates overlapped so they can be locked easily, and are they reasonably level for opening safely?

12. 6 - Are there missing Temp Fence panels around the perimeter of the construction site?

12.7 - Is sediment fence installed and in good order?
