Fleet Compliance Check

TM 2.0 Vehicle Management

  • Q.1 Are vehicles on site Correct. Check that the centralised Fleet list, Masternaut and the physical vehicles all match. Will accept any movement within 7 days.

  • Q.2 TM2.12 Fuel Cards - Check amount of fuel cards allocated against actual fleet. I.e 10 vehicles should be 10 fuel cards plus 1 bearer if applicable. Criteria – Check recent fuel report and active card list vs fleet list (if we do not supply fuel, mark as N/A)

  • Q3 TM2.12 Fuel Card storage - Review where these are<br>stored when not in use - not to be stored in the vehicle and<br>to be stored securely - Should be locked away, securely with<br>keys kept separately.

  • Q.4 TM 2.20 Vehicle Keys - Evidence of key press / safe where keys are stored - To be locked away, securely with keys kept separately.

  • Q.5 TM 2.7 Routine maintenance - Able to provide evidence that service and maintenance is available for all vehicles - Digital or a Physical file to prove that these are being monitored and managed in accordance with business requirements. Check Masternaut Maintenance Report for any over dues or faults not actioned

  • Q.6 TM 2.3 Daily vehicle inspection reports (DVIR) completed for the last month. If books then ensure all completed and no missing mileage. If online then choose 3 "moved without check" and cross reference that the Site Manager has received an email confirming vehicle checked.

  • Q.7 TM 2.21 Equipment issue log - Vehicle keys & fuel cards - Process in TOM under TM 2.0

TM 3.0 Driver Management

  • Q.8 Check drivers on Masternaut agree with Driver Check and have fobs allocated. Total numbers must agree and any anomalies must have a valid reason. Deep dive into a max of 10 or at least 2 to ensure on both lists.

  • Q.9 TM 3.5 Driving licence and eyesight checks complete - Using the chosen drivers above to validate right licence type and within date on Driver Check and eyesight has been checked within 6 months.

  • Q.10TM 3.4 Initial e-learning auto-risk assessment and periodic physical driving assessments completed. Using the chosen drivers in Q9 check they have both assessments carried out and are in date.

  • Q.11 TMF 3.6.1 / TMF 3.6.2 Disclaimers on file (Eyesight and Responsibility of drivers). Using the chosen drivers check they have both disclaimers on file.

  • Q.12 TM 10 Drivers handbook signed for. Use same criteria as Q12 to check on file.

  • Q.13 TM 6.5 Use of electronic device disclaimer signed. Use same criteria as Q12 to check on file.

  • Q. 14 TM 3.4 / TM 3.7 Auto-risk and In Person Driver Assessments carried out following any at fault incidents since last Fleet Check. Liaise with Fleet Team to obtain which driver(s) if any have had an at fault incident. Once received check all drivers involved have completed both assessments.

TM 5.0 Incident Management

  • Q.15 TM 5.2 Incident procedure followed - Check incident tracker on Teams and ensure all incidents since last Fleet Check have been completed in full.

  • Q.16 TM 5.6 Are all drivers aware of the incident reporting procedure - Ensure the Incident Process Flow Chart is displayed on the Fleet/Driver notice board (TM 8)

TM 8.0 Transport Standards

  • Q.17 TM 8.2 Fleet & Driver information notice board displayed with all relevant information? Notice board must reflect what is shown in TM 8 as a minimum.

  • Q.18 TM 8.3 Driver standards - Are drivers wearing appropriate PPE - Boots, hi-viz and helmet if required as a minimum (N/A if a driver is not on site)

  • Q.19 8.4 Vehicle standards Check Masternaut for any vehicle generated faults, check internally and externally for poor standards.

  • Q.20 8.4 Vehicle standards Are vehicles reasonably clean and tidy. Check one vehicle at random, if available. N/A if no vehicle available during the Fleet Check.

Masternaut Analytics

  • Q.21 Economy MPG. Check MPG has not decreased in the last 6 months.

  • Q.22 Idling improvement. Check idling has not increased in the last 6 months

  • Q.23 Vehicle utilisation 60% or above. Use last 6 months' data

  • Q.24 Fob utilisation to be 90%. Use last 6 months' data

  • Q.25 Speeding to be 2% or below. Use last 6 months' data

  • Q.26 Harsh Events 15 events or below per 100 miles. Use last 6 months' data

Masternaut

  • Q.27 TM 1.10 Complete gate check or a check on an available vehicle and compare to last walk around (N/A if vehicle not available)

Transport Operations Manual

  • Q.28 Responsible person has access to the Fleet Distribution Teams site - Check Teams Folder with responsible person to evidence they have the relevant access. This will have the most up to date TOM manual available.
