H&S Site Inductions (Risk Assessments & Safety Talks)

Risk Assessments - The Service Provider shall detail the safe systems of work they will adopt and conduct a risk assessment for any work involving significant risk.

Dragonfli must ensure all staff and operatives working on the project receive an event specific site induction before commencing work on site.

Dragonfli is legally responsible to provide adequate training and information to all their workers.

Dragonfli - Safety Talks shall include details of the site rules, fire and emergency procedures, welfare and information regarding high risk activities.
H&S Reporting

Dragonfli must ensure that regular performance monitoring in relation to health and safety takes place at site level.

Dragonfli should include as a minimum: daily H&S observations or safety concerns, weekly inspections/meetings, daily checks of high risk activities and the reporting of all lost time incidents.

Dragonfli will at minimum:<br>1) Report all accidents and incidents in the incident folder onsite<br>2) Investigate all accidents and incidents related to their staff and operations;<br>3) Report all near misses and safety concerns;<br>4) Investigate all near misses and safety concerns related to their staff and operations;<br>5) Report all accidents, incidents and near misses to FEO – H&S Manager;<br>6) Share all accident, incident and safety concern reports with FEO;<br>7) Retain copies of all accident, incident and safety concerns reports for audit and review;<br>8) FEO must be informed regarding all lost time incidents.
Construction Management

Dragonfli will ensure that they comply with the requirements for workers under their control as defined in the OSHA regulations.
Working at Height
-
Edge Protection - Dragonfli identified as required in a task specific risk assessment, suitable and sufficient physical barriers, such as screens, guard rails, aircraft cable and net systems must be provided to prevent persons or materials falling any distance likely to cause injury, during works at height.

Work at Height - Requires that work is planned, supervised and carried out safely, as far as is reasonably practicable. Work at height planning must include emergencies and rescue.
Working Platforms

Scaffolds, temporary works and working platforms shall be planned, erected, altered and dismantled by competent persons to ensure the correct design and equipment is used for the specific situation.
Working Platforms - Working at Heights

Structural Integrity- For scaffolds, temporary works and working platforms - all structural members shall be free from visible defects, the structure shall be plumb and adequate cross-bracing shall be provided.<br>All scaffolds must be stable with sound footings, wheels locked (where fitted) and tied into structure

Safe Access - All scaffolds and working platforms shall have safe ladder access provided.

Complete Decking - All working platforms shall be closely planked, free from defective or damaged planks and<br>debris.

Use of Ladders - The use of all types of ladders shall be minimized where possible and safer means of working at height (e.g. scissor lifts, scaffold towers and podium steps) considered.<br>Ladders in use must be stable, fit for purpose and used in a safe manner. Ladders will to footed were required.
Pedestrian/Vehicle Segregation

Dragonfli will ensure Local Promoters as applicable will provide physical and, or visible barriers (e.g. guard rails, traffic cones) as per event specifications;<br>These shall be used to segregate pedestrians and vehicles in common access areas i.e. delivery and lay-down areas.
Mobile Equipment Requirements

Dragonfli to ensure - Regular checks by competent persons must be carried out to ensure all mobile equipment and vehicles are maintained in a safe condition, fitted with effective brakes, horn, lights, reflectors, seat belts, visibility aids and visual or audible warning systems.

Dragonfli to ensure - Operator Requirements - All vehicle operators must be competent (certified/licensed) to operate the plant and vehicles they are assigned.
Housekeeping and Access Ways

Dragonfli to ensure - All main access ways, emergency routes and passage ways shall be kept free from obstructions and debris to reduce the risk of trips and slips. All waste shall be cleared on a daily basis.

Housekeeping – Storage of materials: a) All materials will be stored in defined pre-agreed locations;<br>b) No material stacked above head-height;<br>c) No materials to be stored in such a way that block emergency ingress or egress routes;<br>d) Materials storage areas to be defined by fence or similar;<br>e) Material manifest to be available for reference;<br>f) Flammable materials to be stored following jurisdictional guidance in the host city.

Ground works

Underground Services - Any contractor undertaking ground known works close to or above existing underground services, shall be located and marked by the Supplier before the ground is broken for the placement of foundations/ anchors, pins or new services.
Lifting Operations

Crane Certification - All cranes must be provided with a recognized inspection certificate and crane passport in accordance with local legislation.

Operators and Planning - Crane operator to be licensed to operate the crane. All lifting operations will take place in a clearly defined and marked exclusion zone.
Lifting Accessories

All lifting accessories (chains, hooks, slings etc.) must be checked before first use and certificated at least every 6 months as safe to use by a competent person.
Slingers / Riggers

Riggers/slingers must be provided to safely plan and conduct all lifting operations and each must have proof of competence.
Electrical

Circuit Breakers - All electrical circuits must be protected by an Electric Leakage Circuit Breaker or Residual Current Device fitted at source and regularly checked.

Cable Protection - All electrical supply boards, cables, cords, plugs and sockets must be safe by design for construction use, located or protected so as to avoid physical damage by vehicles, water, etc. (e.g. by elevation or more) or becoming a trip hazard.

Inspection - All electrical circuits to be inspected under applicable regulations in the country where such circuits have been installed.

Lighting - Adequate lighting must be provided to supplement low levels of natural light to ensure operations can be conducted safely.
Occupational Health, PPE & Welfare

All persons exposed to construction operations will wear suitable and sufficient PPE as defined in the Service Providers Risk Assessment.
First Aid

First Aid - Dragonfli responsibility to provide suitable and sufficient first aid provision to ensure the health, safety and welfare of the Service Provider’s workers when on site.
Toilet Facilities - site

Dragonfli to ensure sufficient toilet facilities are provided in easy access of the working areas and cleaned regularly.

Dragonfli to ensure washing facilities with hot/cold water (where applicable) shall be provided and be adequate for the numbers of workers.

Adequate protection from extreme weather conditions including shade from sun to be provided.

Drinking Water - Appropriate supplies of clean drinking water must be provided for all workers.
Fire & Emergency

Hot Works - site - All hot works processes likely to produce sources of ignition such as burning, grinding, heating, welding, flame cutting, etc. should be controlled by the use of a permit system.<br>A fire extinguisher must be available at the location the hot works is taking place.

Smoking in the workplace - All staff and contractors will adhere to smoking regulations applicable in the jurisdiction where work activity is taking place.<br>Suitable and sufficient smokers waste receptacles to be provided.

Fire Alarms - Adequate arrangements will be put in place to detect and raise the alarm in the event of a fire or other emergency subject to the jurisdictional requirements of the host city.

Fire Emergency Exit Routes - Local Operators, Promoters, staff and workers of Service Providers have a duty to maintain emergency exit routes.<br>These will be easily identifiable, kept free from obstruction and have directional signs and exit points marked.

Fire Fighting Equipment - Local Operators, Promoters and Service Providers have a duty to ensure that sufficient numbers and types of fire-fighting equipment are available and that these are correctly located at all times in accordance with local legislation and guidance relating to fire safety.
Emergency Exit Routes

Dragonfli and local operators, promoters, staff and workers of Service Providers have a duty to maintain emergency exit routes.<br>These will be easily identifiable, kept free from obstruction and have directional signs and exit points marked.
Emergency Services

Dragonfli and local partners and Service Providers will ensure that adequate access must be maintained at all times for emergency services vehicles.
