Knock on the neighbours door, introduce yourself and company. Ask if they are the owner. If not ask for the managing agent. Explain what you would like to do with the boundary fence. Explain the advantages to them of pulling down the fence and building a clean brick wall. Leave your number and card should they have any issues during construction. If for whatever reason you can not get them to agree, see the construction manager.
