MAGAZINE CONSTRUCTION

  • The magazine is of an approved design

  • The magazine license, magazine rules are prominently displayed in the magazine.

  • Earthing of less than 10 Ohm has been checked and recorded by a licensed electrician. The earth test certificate is displayed inside of the magazine and is not older than 12 months.<br>

  • Air vents that have been installed and are free from obstructions to allow air flow

  • The magazine is lined with close jointed non-spark material without exposed steel or iron surfaces.

  • Magazine is secured with mortise and deadlock locking mechanism. All locks are in good working order and have not been modified.<br>

  • There is no electrical installation inside unless it has been approved by the Chief Inspector of Explosives.<br>

  • The magazine is kept locked whilst unattended.

MAGAZINE COMPOUND

  • Ensure the compound is free of debris, rubbish and any fire hazards including combustible liquids and other flammable materials.

  • Ensure the compound is free from over growth 5 meters out from the fence and inside.

  • Ensure there is sufficient drainage around the magazine compound. Water must not be allowed to pool up over the magazine floor.

  • All weather access is set up to the magazines

  • Mounding around the magazine is in good condition.

  • Fencing and gates are in good condition and prevent unauthorized access.

  • Gates are locked with secure type locks and the locks are in good working order

MAGAZINE SIGNAGE AND EMERGENCY EQUIPMENT

  • Red on white EXPLOSIVES or DETONATORS are displayed on respective magazines. Black on white magazine names with magazine capacity details are displayed on respective magazines. Explosives diamond minimum 250mm is displayed on magazine fence gate. No smoking or open fires sign is displayed on magazine gate. Signage is in good condition and legible.

  • SDS and emergency information is up to date and stored in SDS box next to magazine fence gates.

MAGAZINE STOCK CONTROL

  • A responsible magazine keeper has been appointed to control the magazines. The appointment has been recorded in the record book.

  • The keys are kept secure by the appointed magazine keepers. Key access is recorded.

  • The appointed magazine keepers record all explosive stock movements with following entries:<br>• Type and amount explosives<br>• Time and date of receipt/dispatch<br>• Amount of explosive stored in magazine at any time.<br>• Person and destination of explosives dispatched.<br>Records are kept with up to date for expired and damaged explosives with following entries:<br>• Type and amount of expired of explosives stored.<br>• Type and amount of damaged explosives stored.<br>• Date, time, location, responsible person, amount and type of damaged or expired explosives dispatched or destroyed. <br>• The records are written by pen, competed in full, legible and signed off.

  • Magazine stocks are correctly identified.

  • There is a weekly stock take carried out and signed off by incoming and outgoing magazine keepers.

  • Old stock is used first.

  • Stock delivered is promptly secured in the magazine and recorded.

  • Stock levels are within license limits. No unauthorized materials are stored in the magazines.

  • Boxes are stacked no higher than two meters.

MAGAZINE HOUSEKEEPING

  • A broom, dustpan and brush are available for cleaning.

  • Magazine mats are anti-static

  • Floor is dry and clean.

  • No spilt material is left on the floor.

  • No explosives are stored loose in the magazine.

  • Separation and segregation of explosives is maintained.

Procedures

  • There is a procedure for hot work in and around the magazine and compound and the magazine is empty and thoroughly cleaned before hot work occurs.

  • There is a procedure in place to secure and evacuate the magazine during lightning storms or fires.

  • There is a procedure for the disposal of old and damaged explosives.

  • There is a procedure for magazine key access. Records are kept for:<br>• Appointed magazine keepers approved to access magazine keys;<br>Time and date of when the keys were accessed by approved magazine keepers.<br>

  • Records are kept up to date with all magazine inspections/audits.
