  • OVERALL PURPOSE OF ROLE

    To undertake the role of Person In Charge (PIC) in accordance with Network Rail Rule Book requirements, and to this end;-

    • Lead safe work delivery on Octavius rail infrastructure sites (in all environments within non-complex possession worksites), incorporating the responsibility of both the supervision of the physical works being carried out by Octavius staff and suppliers, as well as implementing the approved safe system of work (as was historically done by the ES/COSS on site).

    • Undertake role of Engineering Supervisor (ES) in accordance with Network Rail Rulebook requirements.

    • Undertake Safe Work Leader 2 roles and tasks as set out in Network Rail Rulebook and guidance. Responsible for ensuring the operational and task risks associated with the activities being carried out on site are managed as planned and in accordance with the risk controls provided in the WPPs, Task Briefings and Safe Work Plans.

    • Ensure Octavius Infrastructure Sector activities are carried out in compliance with all rail industry specific safety standards, procedures and Network Rail Rule Book requirements as well as in line with all Octavius Heath & Safety, Environmental and Quality policies and other Osborne procedures as required.

    • Safe, efficient track access and delivery of works at all Octavius sites without any incidents or accidents.

    • Application of and compliance with all Network Rail standards
    • Attendance at safety critical & Safe Work Leader training & refresher courses.
    • Maintenance and use of other appropriate supporting safety critical competencies as and when required.
    • Arrange for HV Competent People to monitor works as assessments require
    • Ensure internally and externally imposed health and safety objectives are incorporated into the management of the works.
    • Ensure Restricted Hours and Alcohol & Drugs Policies are strictly adhered to.
    • Encourage the reporting of incidents, accidents & near misses and co-operate with internal or external investigations. Promulgate lessons learnt and develop, with the Head of Rail Assurance, procedures and health & safety briefings to prevent a reoccurrence.
    • Reprimand and take appropriate action with any member of the site team who fails to discharge their health and safety responsibilities.
    • Stop any activity conducted by an employee, supplier, Customer or self-employed person if it is considered that; There is a risk of injury or loss, or The activity infringes safety legislation or , The activity infringes rail safety procedures.
    • Ensure we always only ever work under a Safe Work Plan (SWP)
    • Ensure that Octavius buried services risk management procedures are fully complied with before excavation or ground disturbance commences.
    • Monitor site health & safety and ensure that unsatisfactory conditions identified are brought to the attention of the Site Supervisors, Site Managers and Project Managers.
    • Work closely with the Health & Safety Team and Rail Assurance Team/Possession Team to ensure safe working on sites is maintained at all times.
    • Check that there is a current F10, Construction Phase Health & Safety Plan, Work Package Plan and Task Briefing in place before work you are responsible for commences
    • Support the Head of Rail Assurance to meet HSEQ improvement objectives.
    • Set a personal example. Motivate and support staff by discussing health and safety matters while regularly supervising on-site activities.
    • Making clear in writing to the Site Manager and Project Manager of particular HSEQ related concerns you may have.
    • Assisting the Site Teams with follow up assistance as they may request.
    • Identifying, requesting and implementing suitable safe systems of work.

    Understand the Company’s Health & Safety Policy and be aware of the responsibility for the Health & Safety of all employees, suppliers, customers and general public.
