Emergency Systems and Procedures

Documentation

  • Is the damage control plan readily available on board?

Operation

  • Is the public address system capable of broadcasting emergency announcements?

  • For ships with water level detectors installed, is the system and alarm arrangements operational?

  • Is the steering gear system and its related emergency alarms operational?

  • Does the muster list specify details in accordance with the requirements of SOLAS 1996-1998 Amendment, Chapter III, Regulation 37?

  • Does the emergency source of electrical power supply its power correctly to essential equipment for safety in an emergency?

  • Where the emergency source of electrical power is a generator, is it in correct operational condition?

  • Where the emergency source of electrical power is an accumulator battery, are the batteries and its switchboard in good condition?

  • Is the emergency fire pump in full operational condition?

Crew Familiarization

  • Where a fire drill and/or abandon ship drill was witnessed, was it found to be satisfactory?

  • For the above-checked emergency equipment, are the relevant crew members familiar with the operation?

  • Were any deficiencies found and dealt with satisfactorily?

PSC Target Criteria

  • Is your ship registered with a flag on the MoU black list of flags?

  • Are your ship's classification certificates issued by a 'non-recognized' organization?

  • Is your ship more than 10 years old?

  • Has your ship's flag State NOT ratified all conventions?

  • Is your recognized organization's class deficiency ratio above average?

  • Has your ship NOT entered a port in the region during the last 12 months?

  • Has your ship NOT been inspected in the last 6 months?

  • Has your ship been detained during the last 12 months?

  • One or more detentions significantly increases the likelihood of an inspection.

  • Have any deficiencies been found during Port Control inspections of your ship within the last 12 months?

  • Are there outstanding deficiencies from the last inspection of your ship?
