Mandatory Control Measures for Overhead
-
1. Isolate the High Voltage Lines/De-energise the Low Voltage Lines/Services - Work cannot proceed until Ergon Energy has re-configured the network and issued a"De-Energisation Notice-P53K05B08C05". This work will require advance notice of at least 7 days to allow customer notification and costs may be recovered from the person responsible for the work site.

2. Relocate Overhead/Underground Lines - May involve relocation, insulating, re-insulating or re-routing the exposed live parts away from the work area. There may be a considerable delay to allow scheduling of this activity and your work cannot proceed until notification is received from Ergon Energy. Cost recovery may be necessary for this service.

3. Barriers - Erection of a physical barrier to prevent a person or anything held by that person, or attached to the person, plant or vehicle breaching the exclusion zones. Barriers installed must not encroach within the exclusion zones listed in Appendix B (Electrical Safety Code of Practice 2010 Working Near Overhead and Underground Electric Lines) and are the responsibility of the person responsible for the work site.

4. Visual indicators - Tiger tails may be fitted to exposed electrical parts as a visual indication only. Work is to be carried out by Ergon Energy and will require at least 7 days notice for scheduling, with possible cost recovery from the "person responsible for work site".

5. Training and approval - Training required to upgrade the"person responsible for the work site"or "nominated person" to "Authorised Person"status, allowing reduced exclusion zones around exposed live parts than for an untrained person.

6. Safety Observer - The person responsible for the work site is advised to appoint a safety observer to warn people before they breach the exclusion zones. If it is considered necessary to arrange for an Ergon Energy safety observer to attend for the duration of the work, cost recovery will apply. If a Safety Observer is used, no person, plant or vehicle is allowed to encroach the exclusion zones as specified in Appendix B. For more information regarding safety observer responsibilities, refer to the Electrical Safety Code of Practice Working Near Overhead and Underground Electric Lines Part 4.3.

7. Conductor insulation has been confirmed - The exclusion zone for the insulated conductor can now be reduced to allow work/approach to proceed close to the conductor,,however an air gap must be maintained. Do not contact, move, interfere with or damage in any way, the conductor, its fittings or supports. If the insulation of the conductor has not been confirmed, then it must be treated as being bare/exposed wires and the appropriate exclusion zone observed.If this cannot occur, consideration should be given to either de-energising or relocating the conductor.

8. Broad Band Communication Cables present - Ergon Energy do not own the broad band cables that are attached to its poles. You are required to notify the owners of these assets. Contact with these cables may result in damage to the Ergon Energy Network, you are required to employ safety control measures to manage this risk.

9. Electric Lines are not Ergon Energy assets - The Electric Lines you have requested Safety Advice on are not Ergon Energy assets, and you should seek further advice from the owner.
Mandatory Control Measures for Underground

11. Mark location underground assets - Ensure cables, conduits etc., as shown on plans has been marked on the ground. The exact location of plant likely to be affected shall be confirmed by use of an electronic cable locater followed by careful hand excavation to the level of cover slabs, cable markers or conduits.

12. Excavating Near Cables - Before any work, including use of excavating plant, within 2.5m of nominal location can commence, the ground is required to be excavated by hand (or Hydro Vac used) to expose the cables and prove its exact location. Hand tools with non-conductive handles (e.g.shovels) should be used when uncovering cables.

13. Excavating Parallel to Cables or Across Cables - before work (including use of excavating plant) can commence, establish the location of all cables at 4m intervals in the work area as per Control Measure 12 above. A minimum clearance of 500mm around cables shall be maintained. If the width or depth of the excavation is such that the cables will be exposed or unsupported, then Ergon Energy must be contacted to determine whether the cables should be taken out of service, or whether they need to be protected or supported.

14. Exposed Underground Cables - DO NOT undermine cable joints or stand on cables.

15. Backfill - When back-filling over underground cables, ensure that clean back-fill free of rocks and vegetable matter is used and compacted to prevent subsidence.

16. Heavy Machinery Operation Over Cables - Where heavy "crawler" or "vibration" type machinery is operated over the top of cables, a minimum cover of 450mm to the cable protective cover must be maintained, using load bearing protection whilst the machinery is in operation.

17. Directional Boring Near Cables - When boring parallel to cables, it is essential that trial holes are carefully hand dug at regular intervals to prove the actual location of the conduits/cables/pipes before using boring machinery. Where it is required to bore across the line of cables, the actual location of the cables shall first be proven by hand digging. A trench shall be excavated one metre from the side of the cables where the auger will approach, to ensure a minimum clearance of 500mm from cables is maintained.

18. Explosives - Explosives must not be used within 5 metres of cables, unless an engineering report is provided, indicating that no damage will be sustained. Ergon Energy will accept the level of 25mm/sec as a peak component particle velocity upper limit as defined in"AS 2187.2AS 2187.2-2006 Explosives - Storage and use - Use of explosives"(Appendix J), for blasting operations in the vicinity of these electric lines.
Note:Damage Reporting - all damage to cables, conduits and pipes must be reported, no matter how insignificant the damage appears to be. Even very minor damage to cable protective coverings can lead to eventual failure of cables through corrosion of metal sheaths and entry of moisture. All work in the vicinity of damaged assets shall cease and the area shall be made safe and vacated until a clearance to continue work has been obtained from an Ergon Energy Electricity Officer.
