SECTION 1
A WRITTEN JSAS ASSESSMENT IS REQUIRED BECAUSE THIS SITE IS:
-
RESIDENTIAL A Single family, multifamily, senior, student or other residential construction, renovation, or remodel project consisting of more than 10 units
-
COMMERCIAL A construction, renovation, or tenant improvement project consisting of more than 20,000 square feet of floor space
-
ESSENTIAL A project that requires five or more workers at the jobsite at any one time
SECTION 2: RESTRICTIONS AND REQUIREMENTS
-
Site complies with all relevant laws and regulations including but not limited to OSHA, Cal OSHA and this LCP Protocol
-
New or updated Site Specific HASP addresses Covid 19 issues and is posted at all entrances and exits of the site. The plan is translated as necessary to ensure all non-English speaking workers are able to understand it.
-
Nonmedical grade PPE, appropriate to the activity being conducted must be worn onsite including, but not limited to, face coverings
-
Log of PPE training reviewed and confirmed that all employees have received PPE training and are correctly using PPE on the site
-
No evidence of PPE being shared at the worksite
Implement Social Distancing Rules as follows:
-
Stagger shift start/stop times for workers where feasible
-
Stagger trade specific work to minimize quantity of workers onsite
-
Where possible require social distancing between workers of at least six feet
-
Prohibit gatherings of any size onsite except safety meetings or as strictly necessary for job functions
-
Strictly control choke points & high risk areas on site where social distancing cannot be maintained and prohibit or limit use
-
Minimize interactions & maintain social distancing with all site visitors inc. delivery workers, project consultants and goverment representatives.

Prohibit the sharing of tools, phones or desks. Any tools or equipment shared by more than one worker must be sanitized by Covid19 effective disinfectants
-
Place wash stations or hand sanitizers that are effective against Covid19 at entrances, exits and dispersed throughout the work site
-
Maintain a daily attendance log of all workers and visitors, which includes contact information, including name, address, telephone number and email
SECTION 2.1
Post a notice in an area visible to all workers and visitors instructing workers and visitors to do the following:
-
Do not touch your face with unwashed hands
-
Frequently wash hands with soap and water for at least 20 seconds
-
Disinfect frequently touched objects and surfaces
-
Cover your mouth and nose when coughing or sneezing
-
Do not enter the jobsite if you have a fever or other Covid19 symptoms
-
Maintain social distancing of at least six feet
-
Do not share phones or PPE
-
The notice referenced in (x.) must be translated as necessary to ensure that non-English speaking workers are able to understand it
Implement cleaning and sanitization practices as follows:
-
Frequently clean and sanitize, in accordance with CDC guidelines, all hightraffic and hightouch areas, inc. meeting and break areas, entrances, exits, trailers, hand wash areas, tools, equipment, restrooms, etc
-
Establish a cleaning and decontamination protocol prior to entry/exit of the jobsite and post the protocol at entry/exit points of the jobsite
-
PPE to be supplied to all personnel performing cleaning and sanitization
-
Establish adequate time in the workday to allow for proper cleaning and decontamination inc. prior to starting at or leaving the jobsite each day
Implement a Covid19 community spread reduction plan as part of the site specific HASP as follows:
-
Prohibit all carpooling to/from the jobsite except by workers living in the same household unit, or as necessary for workers who have no alternate transport
-
Cal/OSHA requires employers to provide water, which should be provided in singleserve containers. Prohibit any sharing of food or beverage. If sharing is observed the worker must be sent home for the day
-
Prohibit the use of microwaves, water coolers and similar shared equiment
Assign a Covid19 Safety Compliance Officer (SCO) to the jobsite and ensure the SCO's name is posted on the Hasp. The SCO must:
-
Ensure implementation of all recommended safety and sanitation requirements
-
Compile daily written verification that each jobsite is compliant with this LCP Protocol. Verifications must be copied, stored and available upon request by a County official
-
Establish a daily screening protocol to ensure that potentially infected staff do not enter the job site. If workers leave and return the same day, establish a decontamination protocol prior to entry/exit. Post the protocol at all entry exit/points.
SECTION 2.2
Conduct daily briefings in person or via teleconference that must cover the following topics:
-
New job site rules and prejob travel restrictions to prevent the spread of Covid19
-
Review of cleaning and decontamination/sanitation procedures
-
Solicitation of worker feedback on improving safety and sanitation
-
Coordination of job site daily cleaning/sanitation requirements
-
Conveying updated information regarding Covid19
-
Emergency protocols in the event of exposure or suspected exposure to Covid19
-
The SCO must not permit any construction activity to continue unless compliant with this LCP Protocol
-
Report repeated non-compliance with this LCP Protocol to job site supervisors and a designated County Official
In the event of a confirmed case of Covid19 at the job site, the following must occur:
-
Immediate removal of the infected individual(s) from the job site with directions to seek medical care
-
Each location the infected worker was at must be decontaminated and sanitized by an outside vendor certified in hazmat clean ups, and work in these locations must cease until decontamination is complete
-
The County Public health dept. must be notified immediately and any additional requirements per the County health official must be completed, including full compliance with tracing efforts by the County
-
Where construction occurs within an occupied residential or common area of an occupied residential or commercial property, any separate work area must be sealed off from the rest of the occupied or common area with physical barriers such as plastic sheets or closed doors with tape. Every effort must be taken to minimize contact with workers and building residents.
