WORK HEALTH AND SAFETY POLICY

  • Elevated Living is a residential construction and project management company that operates primarily in ACT region. Elevated Living places the commitment to health and safety work practices and the wellbeing of individuals ahead of cost, services and programme.
    Elevated Living aims to provide a safe working environment for all employees, subcontractors, suppliers, clients and the public.
    This policy provides the instrument necessary to initiate and promote health and safety in the workplace, facilitate the awareness of health and safety for all workers and provide consultation between all parties related to Elevated Living.
    Objectives:
    • Establish and implement a Site-Specific Safety Plan for all Construction projects;
    • Comply with all applicable statutory duties, regulations and codes of practices, making adequate provision of resources to meet these requirements;
    • Involve employees and sub-contractors on health and safety issues through consultation to reduce workplace hazards and improve site safety;
    • Investigate and identify the cause of all incidents and accidents, including developing and implementing appropriate corrective actions;
    • Implement processes that will bring awareness to potential site hazards
    • Provide information and training to our employees to assist them with meeting our safety objectives
    Elevated Living understands that Health and Safety is a joint responsibility between employees, subcontractors and others involved with our organisation’s daily operations. Elevated Living emphasises the need to adhere to individual’s duty of care related to themselves and other people while adhering to safe work practices at all times.

SUBCONTRACTOR RESPONSIBILITIES

  • Upon acceptance of undertaking work for Elevated Living we require all subcontractors to:
    • Provide the names of all employees working at the site
    • Provide proof of white card and asbestos awareness training for all workers
    • Provide Safe operating procedures for scope of works
    • SWMS for any high-risk activity
    • Licences for plant and equipment

SITE INDUCTION AND SAFETY RULES

  • Elevated Living requires that all persons must be site inducted before commencing any work on our various work sites. Due to the nature, scope, and diversity of our sites it is not always practicable for this to take place. As such we have developed the following General Business Site Induction and Safety Rules which must be communicated and distributed to all persons associated with your entity, who have a requirement to undertake their respective roles on one or more of our construction sites.
    • Site Signage and Site-Specific Safety Plans
    All persons to read and fully understand the Site Induction and Safety Rules, Site Specific Safety Plan and comply with any other sign directing the use of Personal Protective Equipment (PPE) posted on the fencing at each respective site. (Examples of each are attached to this document. As these signs are being progressively rolled out to sites it is important that the information contained on the “Site Induction and Safety Rules” are distributed to all persons covered under the scope this document)
    • Risk Assessments and Safe Work Methods Statements
    All entities and or persons to provide to Elevated Living Safe Operating Procedures (SOP) and Safe Work Method Statements (SWMS) applicable to their scope of works as determined by Project Risk Register. These SWMS are to be developed by contractors/subcontractors in consultation with their own company workers and ensure that all construction activities are conducted in accordance with their SWMS. These items are to be received and approved by Elevated Living prior to commencement of works on site.
    • Worksafe Notification
    Elevated Living will ensure that any 'Notifiable Incidents' are reported the Worksafe immediately. Notifiable incidents include and not limited to any “near miss” or any event that has caused physical, psychological or emotional harm. This meaning does not override or circumvent the Act but works in accordance with the WH&S Act 2011 section 35.
    • Plant and Equipment
    Prior to the use of any plant and equipment (prescribed under WH&S regulations 2011) onsite, entities and or persons are to ensure the following:
    1. Plant and equipment relevant servicing is undertaken as required and is available for inspection at times of use.
    2. Risk Assessment has been undertaken by the entity or person for the safe operation of the plant.
    3. Relevant certification and proof of competency for operating that piece of plant or equipment.
    4. Complete daily inspection of plant and equipment and ensure adequate for use
    5. Notify Elevated Living with any concerns related to the operation of plant and equipment.
    • Personal Protective Equipment
    Workers are to wear protective footwear, hard hats and high visibility clothing while on-site. Working without a shirt or the wearing of a shirt without sleeves (i.e. singlets) is strictly prohibited. Additional PPE, such as goggles, ear protection, gloves, masks etc are to be worn where sign posted or as required by SWMS’s for the control of specific risks.
    • Site Fencing
    Site Fencing is not to be altered at any time unless permission is received from the Construction Manager. Fencing to be kept locked when practicable, except when entering or exiting site.
    • First Aid Kits
    All entities must ensure that their employees/subcontractors have access to or are in possession of a First Aid Kit prior to commencing work on our sites.
    • Dispute resolution
    All disputes or disagreements regarding the effective management of health, safety and/or environment will be attempted to be resolved between the immediately affected parties. If the issue remains unresolved then Elevated Living Site manager will mediate the issue.
    • Waste disposal
    Dust control and housekeeping is a daily Contractor responsibility. Waste bins are to be emptied regularly. Hazardous Wastes such as paint and solvents are to be disposed of as per Local Legislative Requirements.
    • Smoking, Drugs and Alcohol
    Smoking of tobacco/ e-cigarettes is allowed onsite if it does not occur:
    - Within 5m of an enclosed building entryway
    - Within an enclosed space (WorkSafe ACT states that any structure that is >75% enclosed is an enclosed space) i.e., once flooring plates are installed/ roofing is in place
    Alcohol and drugs are not permitted on site nor are any persons affected by them.
    • Disciplinary Action
    Disciplinary action (see Project Safety Plan) will be taken against any worker/ company that breaches the:
    o Site Rules
    o Lawful direction by and Elevated Living representative
    o SWMS/ JSA for tasks
    o Legislative requirements
    o Serious Safety Breaches (i.e.: tampering with Safety Devices/ Urinating other than toilets/ racial vilification)

DUTY OF CARE

  • All persons have a ‘Duty of Care’ not to take any action, or make any omission, that creates a risk, or increases an existing risk of harm to themselves or another person, to follow all reasonable instructions given by persons in control and to wear PPE as it is designed to be worn.
    Please report anything or anyone acting inappropriately on site. They have the potential to cause not only self-harm, but also harm to the people working in the same vicinity.

PARKING

  • Parking onsite is not allowed without prior approval from Site Management. Parking is the responsibility of each contractor.
    Entering and Exiting site post/ during rain event – The cleaning down of vehicle wheels is individual contractors responsibility prior to exit. Should Elevated be required to clean the road post contractor vehicle movement, all costs associated will be passed on.
    The ACT government has advised that the paths and verges surrounding the worksite are not places where you can park. Anyone caught parking on the footpaths or verges by the ACT government will incur a fine.
