Station Management and Control

Baggage Delivery

Passenger Handling

  • Is passenger cabin baggage tagged? Does handling agent have sufficient supply of Air Transat baggage tags?<br>

  • Is all appropriate documentation removed to a secure location?<br>

  • Are PRM facilities available? Ask staff about local procedures.<br>

  • Are standard Air Transat airport announcements made? (e.g. Preboard – Rear-to-Front, Boarding, Delay etc)<br>

  • Did boarding start no later than ETD -45 minutes?<br>

  • Is loadsheet on board at STD -10 minutes and all aircraft doors closed at ETD -5 minutes?

Aircraft Arrival - Ramp

  • Are all staff wearing appropriate PPE?

  • Is there a designated individual responsible for oversight of loading / unloading operations?

  • Has FOD inspection been made prior to aircraft arrival?

  • Are aircraft marshaled using approved marshalling signals for aircraft arrival & departure (as appropriate)?

  • Are equipment restraint lines, stop lines, etc. clearly visible and all GSE behind restraint lines?

  • Is bridge fully retracted? If drivable is it parked within its Ramp Box?

Ramp Handling

  • Are safety procedures observed in areas near and around the aircraft?

  • Are aircraft chocks positions properly? And after beacon lights have been switched off?

  • Are wingtip/engine cones properly positioned?

  • Are the areas around cargo/passenger doors visually checked from existing damage before ground equipment approaches?

  • Are all cargo doors opened on arrival using steps or belt loaders?

  • Does GSE traffic on ramp obey safety rules? (E.g. speed limits, guides for reversing vehicles, vehicle paths to / from aircraft, etc.)

  • Is the beltloader and other elevating equipment in the full down position with handrails stowed when approaching the aircraft?

  • Is the beltloader front bumper positioned below and away from the cargo doorsill?

  • Do employees refrain from walking, standing or sitting on a moving conveyor belt? Are stabilisers deployed?

Aircraft Onload

  • Are all container doors/curtains closed and fastened during transport and before loading onto aircraft?

  • Are top of containers free from baggage/cargo/mail?

  • Do all employees avoid driving ground equipment under the aircraft wings and fuselage?

  • Does any GSE obstruct egress of fuelling vehicle?

  • Are personnel operating GSE are appropriately licensed & license is valid (sight sample license)?

  • Are there records for GSE maintenance & a preventative maintenance schedule?

  • Has a Load Instruction Report (LIRF) been prepared (for flight); are loading limitations placarded in compartments & observed?

  • Is there a designated individual responsible for ensuring correct loading of Dangerous Goods (DGs)?

  • Are DGs correctly loaded as per company or IATA DGRs?

Safety and Security

  • Is equipment for dealing with on-ground emergencies (e.g. fire extinguishers) serviceable & readily available?

  • Is there spill response equipment/kit (e.g. liquid spill) and are FOD bins readily available?

  • Are layover aircraft (where applicable) externally secure on stand- off bays (doors closed and stairs/steps removed, etc.)?

Aircraft Departure

  • Is a complete walk-around inspection conducted to check that cargo/access doors are closed and secured; that there is no sign of visible damage to the aircraft and the gate area is clear of equipment?

  • Is the loading bridge retracted before start of pushback?

  • Are main gear chocks left in position until the tractor and tow-bar are fully secured to the nose-gear and the parking brake set on the tractor?

  • Are cones and chocks removed and correctly stowed?

  • When the tow-bar disconnected from the aircraft is it disconnected from the tractor first?

  • If applicable is towbarless pushback conducted as per procedures?

  • Is the remainder of the pushback operation followed correctly:<br> i. Chocking / positioning of tractor<br>ii. Provide a final clearance signal to the cockpit crew iii. Displaying by-pass pin<br>iv. Acknowledgement from the cockpit crew is received.

Load control

  • Is a copy of Air Transat Ramp Manual & IATA DG Regulations readily available and up- to-date?

  • Was the weight & balance procedure conducted correctly for the observed flight?

  • Check accuracy of weight and balance data on the Departure Data.

  • Did the LIR for the observed flight include: accurate actual load and signature from person responsible for loading. (sample)?

  • If applicable was the PIC given written advice of special loads (NOTOC) etc. for the observed flight?
