BEFORE LOADING

  • THIS SECTION IS TO BE COMPLETED BEFORE LOADING THE TURPENTINE RAILCAR

  • IP Unloading Employee:

  • Complete the before loading and after loading sections by selecting yes once the item is complete.

  • In the event of leakage, complete Section 3 and distribute as indicated.

  • This checklist is designed to supplement facility loading/unloading procedures. All loading and unloading of materials shall be done in accordance with specific facility procedures!

Procedures at Loading/Unloading Site

  • QO puts caution flag in place. (White letters - blue background).

  • QO sets derailer.

  • QO chocks wheel and sets brake.

  • QO checks all placard holders. If damaged, have QME repair or replace with new ones. Change placards if torn, faded or not legible.

  • QO checks placards to assure they are correct for full load of product including correct D.O.T. specification number for flammable/hazardous material.

  • QO checks car initial, number, weight marking legibility and safety valve test date legibility. Test date stenciled on car must be current. (If any of the above are not correct, do not load and notify the Shift Team Leader).

  • QO checks safety structure of car for defects (Grab irons, steps, handrails, platforms). If any of the above defects exist, do not load and notify the Shift Team Leader.

  • QO tests safety shower and eye wash at loading platform. If not in good working order, do not load and notify the Shift Team Leader.

  • QO, QME, and STL independently complete a visual inspection of the external shell for abrasions, corrosion, cracks, dents, distortions, defects in welds, all nozzles (top and bottom) or any other conditions that would make the tank car unsafe for transportation. Each individual (QO, QME, STL) will complete an inspection form. BPF-002-124-00-0

  • QME opens the top fill lid.

  • QO inspects car interior for minimal build up and to ensure car is empty.

  • QO operates bottom valve to insure proper open/close position.

  • QO ensures proper grounding is established with platform grounding cable. If proper grounding cannot be established, call QME.

  • Shift Team Leader okays car to be loaded.

  • ALL ITEMS CHECKED AND COMPLETED CAR READY FOR LOADING

AFTER RAILCAR IS FULL - LOADING COMPLETE

Leakage or Car Damage

  • QO ensures the level is not above loading mark on dip stick or is

  • approximately 12” from bottom of dome.

  • QO calls QME to close up tank car.

  • QO removes platform grounding cable from car.

  • QME visually checks pressure relief device for corrosion or damage that may alter intended operation of device.

  • QO contacts STL for camera to document the lid closure process. Photos are taken of: the cleaned lid surface, cleaned dome surface, new gasket in place, closed lid, and the three gasket tabs around the dome’s edge with the lid closed.

  • QME ensures the dome and lid surfaces are clean, installs a new gasket, checks gasket alignment when lowering lid, closes dome cover and then confirm using a mirror to view underside of lid, uses T-wrench with crossing pattern to tighten and a torque wrench to confirm all bolts tightened to 150 ft-lbs.

  • QME replaces plug/cap on bottom of car and tightens to a wrench tight condition.

  • QME puts on heater coil caps/plugs (if any).

  • QO and QME check all valves and closures (whether used or unused).

  • Make sure valves are tight, including top siphon unloading valve cover and all air vent plugs.

  • QO and QME visually check car for any missing or loose bolts, nuts or elements that make the car unsafe for shipment.

  • QO raises gangway and fall protection to the upmost position and secures manual latches and chains.

  • QO checks D.O.T. specification number for legibility. Make sure test dates have not expired (including safety valve).

  • QO ensures car is secure for transport. Visually inspect external tank shell for abrasions, corrosion, cracks, dents, distortions, defects in welds, check all nozzles (top and bottom), check coupler vertical restraint system or any other condition that would make the tank car unsafe for transportation.

  • QO checks car thoroughly for any sign of leakage.

  • QO hoses off tank car and loading pad.

  • QO ensures required four (4) placards correctly show type of product tank car contains.

  • QO removes wheel chock.

  • QO removes derailer.

  • QO removes blue caution flag.

  • QO has the STL or another Ops Resource review all paperwork and sign the checklist.

  • QO phones in the car number to Code-A-Phone.

  • All forms must be turned in to the Area Leader or representative and transported to the designated DOT representative onsite to perform official release in the railcar database.
