Scaffold Design - Does the scaffolding require design? If yes, do we need to make an allowance for a Temporary Works Co-Ordinator to review / oversee the process?

Temporary Works Co-Ordinator - Is a Temporary Works Co-Ordinator (TWC) required? Considerations for the need for a TWC are things like; Road closures, bus lanes, parking suspensions, crane lifts, scaffold design / temp roofs, excavations, propping or supports.
