PART 1 - Pool safety fence AS1926.1-2007

  • 1.1 Is there any pool fencing around the pool (other than boundary fencing)

  • 1.2 Is the pool fencing (non perforated) at least 1200mm from ground level on the approach side in all areas?

  • 1.3 Is the spacing between vertical uprights less than 100mm?

  • 1.4 Is there less than 100mm ground clearance under the pool fencing?

  • 1.5 Is the ground underneath the pool fence stable?

  • 1.6 For fences with rails is the top surface of the highest lower horizontal member at least 1000mm below the top of the fence?

  • 1.7 For fences with rails on the inside (where rails are less than 900mm apart) are the vertical members less than 10mm in width ?

  • 1.8 If there are non compliant horizontal members that are greater than 10mm width, are they treated with the use of a 60degree fillet?

  • 1.8 For perforated fences with apertures greater than 13mm but less than 100mm is the fence at least least 1.8m high and strained at both top and bottom?

  • 1.9 Do all fences and posts satisfy tests for strength and<br>rigidity. Fence posts and palings must have sufficient<br>strength and rigidity and be able to sustain reasonable force<br>as expected from an adult?

  • 1.10 Are glass fences sturdy and of sufficient strength and fit for purpose which is compliant with AS1288?

  • 1.11 Is there a 900mm non climbable zone (up and down) from the outside of all pool fencing?

  • 1.12 Where gaps in the fence are greater than 10mm is there a 300mm non climbable zone on the inside of the fence from the lowest upper horizontal member 900mm down?

  • 1.13 Are any projections/indentations on the outside of the fence (horizontal) greater/deeper than 10mm (if so are they spaced more than 900mm apart?)

PART 2 - Pool gate AS1926.1-2007

  • 2.1 Do all gates in the pool fencing open away from the pool<br>area?

  • 2.2 Are gates fitted with a self closing device that returns gate<br>to the closed position including from a position adjacent to<br>the lock?

  • 2.3 Is the self latching device 1500mm above ground level &<br>1400mm above lowest horizontal rail OR is it in a position that you need to reach over the gate OR or shielded by a screen with radius greater than 450mm (with any gaps less than 10mm) to prevent opening by a child.(and at least 150mm from the hand hold opening.)?

  • 2.4 Is the gate latching device incapable of being adjusted<br>during operation or locked on an open position or adjusted<br>without the use of tools?

  • 2.5 Do gate hinges protrude less than 10mm within <br>900mm apart (on approach side) or fitted with a 60° cap.

  • 2.6 Is Gate Protected from Climbing by No Climb Zone<br>900mm outside and 300mm inside?

  • 2.7 Are all gates and posts able to withstand a reasonable<br>force of approximately NOTE; Gates must have sufficient strength and rigidity and be able to sustain reasonable force as expected from an adult or a child swinging on the gate and still function.

PART 3 - Boundary Fencing

  • 3.1 Are Boundary fences used as part of the barrier?

  • 3.2 Is the boundary fence(s) imperforate and at least 1.8 metres in height on the approach side?

  • 3.3 Is there a 900mm Non climbable zone from the top of the boundary fence if taken from the inside OR a 900mm Non Climbable zone taken from any point if taken from the outside of the boundary fence?

  • 3.4 Are the Boundary fence(s) in ridged and in good condition and capable of sustaining a force in any direction without<br>compromise?

  • 3.5 For Fence Junctions is the intersection with the barrier<br>fence non climbable 900mm horizontally from the pool<br>barrier fence on the outside and 300mm on the inside? NOTE: This may be treated with the use of 60 degree fillets.

  • 3.6 Are any rails within the 900mm Non climbable zone on either side of the boundary fence fitted with fillets that run 60 degrees to the horizontal to render the fence unclimbable or otherwise protected

PART 4 - Windows forming part of barrier

  • 4.1 Windows - If there are any windows that open onto the swimming pool vicinity, where the distance from the lowest opening sill to swimming pool ground level is less than 1800mm, does the following apply: if the window is less than 900mm above the floor of the room containing the window, are the windows restricted to an opening of no more than 100mm OR are the windows totally covered by solid bars or a mesh screen with gaps no greater than 100mm, not deformed and strong/secure which cannot be removed without the use of a tool OR where the window is within 900mm to 1200mm of the floor level of the room, is compliant with the above OR secured with fly screen which can only be removed with the use of a tool. NOTE; THE ABOVE DOES NOT APPLY TO A WINDOW ABOVE 1.2 METRES OF THE FLOOR LEVEL OF THE ROOM.

PART 5 - Balconies within swimming pool vicinity

  • 5.1 Is the Balcony more than 1800mm measured from ground level within the swimming pool vicinity to the floor of the balcony AND outside the 900mm non climbable zone? If not, is the balustrade compliant with Part 1 (pool safety fence) of this report?

PART 6 - Retaining walls forming part of barrier

  • 6.1 Does the retaining wall have an effective height of 1800mm (above the swimming pool) including the non climbable zone OR does the retaining wall have an effective height of 1800mm (below the swimming pool) including the Non climbable zone or at least 1.2 metres with a surface that is resistant to climbing including a 900mm non-climbable zone.

  • 6.2 Is the retaining wall vertical or slope away from (high<br>side) or towards (low side) the pool at less than 15°

  • 6.3 If the pool fence intersects with a retaining wall, the fence shall extend to the outer edge of the retaining wall and either overhang the retaining wall by 900mm or return 900mm along the retaining wall in either direction?

PART 7 - Above Ground pools

  • 7.1 Are the walls of the pool used as a barrier and 1200mm?

  • 7.2 Do the walls of the above ground pool have a 900mm No<br>Climb Zone?

  • 7.3 Is there a separate compliant barrier (fence and gate)<br>around the ladder or pool access point? see Parts 1 and 2 of<br>this report for assessment.

Conclusion

  • Is the safety barrier compliant with the applicable barrier standard (AS1926.1-2007)?

  • The non-compliant items mentioned throughout this this report must be addressed and made compliant prior to a reinspection. Under Regulation 147ZG of the Building Regulations 2018 a reinspection must take place within 60 days of the date on this report, or a Certificate of Non Barrier Compliance (Form 24) will be issued and sent to Council.
