  • This inspection checklist is designed as a tool to help people enhance their safe dealings with baggage scanners. It should not be seen as a holistic inspection and may not identify all areas of non-compliance with applicable legislative responsibilities. The requirements in this inspection are based on those found in RHS 21 - Statement on cabinet X-ray equipment for examination of letters, packages, baggage, freight and other articles for security, quality control and other purposes (1987), which can be found on the website:

  • For carry-on baggage as used airline,shipping security etc equipment - is it arranged so the operator can readily observe all ports and doors (entry/exit) during generation of X-rays? [can include direct or via cameras - s10, RHS21]

  • If a conveyor moves objects into the primary beam - How is it ensured that it is not easy to insert any part of the human body into the primary beam? (evidence: controlled through barriers or control by trained persons).

  • Photo of perspex barrier in place (required for carry-on style in a place the public has access - e.g. if they place bags on the conveyor)

  • Description of arrangements

  • All the following additional requirements shall be met by equipment which allows the admission of human beings to the interior for purposes associated with the operation of the equipment (e.g. equipment used for the examination of large items of freight):

  • Are there controls within the cabinet which can be used to terminate or prevent the production of X-rays?

  • Are there any other means by which X-ray generation can be controlled from within the cabinet?

  • Is there an audible and visible signals within the cabinet activated for at least ten seconds prior to the production of X-rays?

  • Is there a further visible warning signal within the cabinet which is active when X-rays are produced?

  • Is there a clearly visible, legible signs describing the meaning of the warning signals above. These signs shall be adequately illuminated when the main power control is in the ‘on’ position?

  • Info: In RHS21(s4, RHS21) a safety interlock means a device intended to prevent exposure of any part of the human body to the primary X-ray beam by preventing production of X-rays while any door or access panel leading to the interior of the cabinet is open. Failure of any component of the equipment shall not cause the failure of more than one safety interlock.

  • Do all Internal access panels (e.g. X-Ray tube access panel) requires special tools or have at least one safety interlock / warning [s5.3,RHS21]?

  • If there is a separate manual X-ray on/off switch (e.g. a second switch in addition to the automatic conveyor) the switch is of the ‘dead man’ type (it requires continuous pressure) [s6, RHS21]?

  • Are appropriate indicator lights used? (Evidence: The production of X-rays is indicated by two independent lights that are clearly discernible from each point at which production of X-rays may be initiated. These indicator lights shall be labelled ‘X-RAYS ON’. One of these lights indicates when voltage is applied to the primary windings of the X-ray tube high tension transformer. Failure of any single component shall not result in the failure of both indicator lights to operate. [s8,RHS21])

  • Is appropriate warning signage used? (evidence: Photo or observation - A clearly visible sign bearing an ionizing radiation warning symbol (trefoil) is on the equipment adjacent to the controls. It has the words ‘CAUTION’ and should included 'X-RAY APPARATUS - This unit produces radiation when energised' [S9, RHS21])

Security

  • Controls can be locked-out with a key? (evidence: observation/photo) [S6, RHS21]

  • When the unit is not in operation the key is stored securely?

  • Where is the Key stored?

Service / Maintenance

  • Are the units regularly serviced? (Evidence: Three most recent maintenance/service/survey reports [S14, RHS21])

  • Note: The reports should clearly show the name of the maintenance/service engineer and any tests performed.

  • Is maintenance only carried out by persons who hold a licence under the radiation safety legislation of the State/Territory? (Evidence: copy of licence or licence details)

  • Are external radiation (gamma) surveys performed and records maintained? (evidence: most recent survey(s) - min of 24 months [S3, RHS21])

  • Note: A radiation survey is often located on the maintenance check, depending on service provider used.

  • Following any modification or reassembly of any shielding component, barrier, door or ports is a radiation survey performed? (Evidence: if maintenance occurs in last few years, was a survey completed)
