  The person checking the stairscases is looking for any sign of damage to both the riser and tread part of the step on the stair case. That the nosing is not lose or damage on each step. The hand rails are securely fitted to wall and have no damage to them. If there is a floor covering that this is not damage. When reporting a defect the number one step is the bottom step and the highest number is the top step
