BEFORE UNLOADING

  • THIS SECTION IS TO BE COMPLETED BEFORE UNLOADING THE CHLORATE RAILCAR

  • IP Unloading Employee:

  • Complete the before loading and after loading sections by selecting yes once the item is complete.

  • In the event of leakage, complete Section 3 and distribute as indicated.

  • This checklist is designed to supplement facility loading/unloading procedures. All loading and unloading of materials shall be done in accordance with specific facility procedures!!

Procedures at Loading/Unloading Site

  • QO ensures correct placard for acid (1824) is on car

  • QO puts blue caution flag in place. (White letters - blue background)

  • QO sets derailer

  • QO chocks wheel and sets brake

  • QO checks safety shower and eye wash

  • QO checks safety structure of car for defects (Grab irons, steps, handrails, platforms). If defects exist, are immediate repairs required for safe unloading? If yes, discontinue unloading and notify Shift Team Leader immediately.

  • QO checks for leaks on all valves and gaskets

  • QO checks D.O.T. specification number for legibility. Make sure test dates have not expired (including safety valve)

  • QO call QME to prepare car for unloading. QO can also prepare the car

  • QO or QME if bottom unloading opens manhole cover on top of car and props open with bolt to vent car while unloading

  • QO or QME slowly removes bottom outlet cap to check for valve leakage

  • QO or QME installs quick disconnect fitting on bottom outlet

  • QO inspects unloading hose for good repair. If ok, connect to car; if not, notify the Shift Team Leader and have QME replace defective hose before connecting to car

  • QO ensures bottom outlet valve is operating properly. Handle for valve can be located either on top or underneath car

  • QO records car numbers on Chem Prep Report

AFTER UNLOADING

After Loading/Unloading

  • QO checks to confirm a tank level rise of ~7.5% per car

  • QO closes bottom outlet valve on car

  • QO calls QME to prepare car for shipment. QO can also prepare car for shipment

  • QO disconnects unloading hose

  • QO or QME removes quick disconnect fitting

  • QO or QME replaces bottom cap and tighten to a wrench tight condition

  • QO or QME closes manhole cover and cross torques all bolts tool tight

  • QO or QME visually check pressure relief device for corrosion or damage that may alter the intended operation of the device

  • QO or QME visually check the piping, valves, fittings and gaskets for corrosion, damage<br>or any unsafe condition<br>

  • QME and/or QO visually check car for any missing or loose bolts, nuts or elements that make the car unsafe for shipment

  • QO ensures protective housings are secure

  • QO raises gangway to the upmost position and secures manual latches

  • QO checks D.O.T. specification number for legibility. Make sure test dates have not expired (including safety valve)

  • QO ensures steam hose has been disconnected

  • QO ensures car is secure for transport (includes external thermal protection system, tank shell and heads, coupler vertical restraint)

  • QO ensures car and unloading pad are hosed off

  • QO ensures four (4) placards remain as if car is fully loaded

  • QO removes wheel chock

  • QO ensures that no other cars on the same track are hooked

  • QO completes "Chemical Car Shipping Form"

  • QO has the STL or another Operations Resource review all paperwork and sign the checklist.
