BEFORE UNLOADING

  • THIS SECTION IS TO BE COMPLETED BEFORE UNLOADING THE CHLORATE RAILCAR

  • Complete the before loading and after loading sections by selecting yes once the item is complete.

  • In the event of leakage, complete Section 3 and distribute as indicated.

  • This checklist is designed to supplement facility loading/unloading procedures. All loading and unloading of materials shall be done in accordance with specific facility procedures!

Procedures at Loading/Unloading Site

  • Ensure correct placard for sodium chlorate (1495) is on car

  • Caution BLUE flags in place (White letters - blue background)

  • Set derailers

  • Wheels chocked/brakes set

  • Check safety shower and eye wash

  • Check safety structure of car for defects (Grab irons, steps, handrails, platforms). If defects<br>exist, are immediate repairs required for safe unloading? If yes, discontinue unloading and notify Shift Team Leader immediately

  • Check car shell for signs of leaks (white crystals or cracks). If found notify Shift Team Leader.

  • Check D.O.T. specification number for legibility and correct for corrosive/hazardous material

  • Check opposite side of car to ensure caps are secure and seals in place. Report any<br>missing caps and/or seals to Shift Team Leader and log on Chem Prep. Report<br>

  • Ensure all hoses and camlocks are in good repair. Call QME if repairs are

  • Check if any seals are missing from top lids of car. Report any missing seals and log on Chem Prep Report

  • ALL ITEMS CHECKED AND COMPLETED CAR READY FOR UNLOADING

AFTER UNLOADING

Leakage or Car Damage

  • Check interior of car to ensure unloading is complete

  • Ensure top lids on car are closed, secured and sealed

  • Picture of sealed top lids

  • Raise handrail system to uppermost position and raise hinged access platform

  • Picture of raised handrail

  • Ensure all bottom caps are in place, secure, and sealed

  • Picture of seals bottom caps

  • Ensure car is secure for transport, Visually inspect external tank shell for abrasion, corrosion, cracks, dents, distortions, defects in welds or any other condition that would make the tank car unsafe for transportation

  • Visually inspect coupler vertical restraint

  • Check car shell for signs of leaks (white crystals or cracks). If found notify Shift Team Leader and fill out leakage section

  • Ensure car and unloading pad is hosed off

  • Ensure four (4) placards remain as if car is fully loaded

  • Remove wheel chock

  • QO ensures that no caustic cars are currently hooked.

  • Test dates stenciled on the car have not expired, including safety valve

  • Fill out “Chemical Car Shipping Form”

  • QO has the STL or another Operations Resource review all paperwork and sign the checklist

  • All forms must be turned in to the Area Leader or representative and transported to the designated DOT representative onsite to perform official release in the railcar database.
