Section 1 - S Hopper - Procedures at Loading/Unloading Site

  • THIS SECTION IS FOR THE SOUTH (S) HOPPER. PROCEED 3 PAGES FOR THE NORTH (N) HOPPER

  • Complete section 1 and 2 and file a copy of this report with the bill of lading.

  • In the event of leakage, complete Section 3 and distribute as indicated.

  • This checklist is designed to supplement facility loading/unloading procedures. All loading and unloading of materials shall be done in accordance with specific facility procedures!!

Procedures at Loading/Unloading Site

  • BEFORE unloading, verify that the COA information matches Franklin’s specifications. If they don’t match, then DO NOT unload until it is verified by the Area Process Leader. (Specifications are in SOP and Chemical Unloading Building)

  • Ensure that the tank car brakes have been applied, the derailer properly installed, and that the tank car is properly chocked

  • Place "BLUE FLAG" on track along with all applicable caution signs: (STOPTANK CAR CONNECTED, STOPMEN WORKING)

  • UNLOADING ONLY: Verify that the placards clearly identify the material

  • Verify that all required safety equipment is available, functioning, and in the vicinity of the loading/unloading site

  • Inspect all valves to see that they are in proper working condition and check to see that all loading/unloading lines are connected securely

  • Ensure that the tank car is free from defects (dents, evidence of leakage, signs of derailment, etc.) and that the car is spotted at the correct loading/unloading station. (If car is damaged, contact FLL.)

  • LOADING ONLY: Inspect the car to ensure that it is fit for loading

  • UNLOADING ONLY: Verify that the placards clearly identify the material

  • UNLOADING ONLY: Ensure that there is sufficient storage capacity available

  • UNLOADING ONLY: Verify that the valves to the storage tanks are open

  • Verify that all required safety equipment is available, functioning, and in the vicinity of the loading/unloading site

  • Inspect all valves to see that they are in proper working condition and check to see that all loading/unloading lines are connected securely

  • UNLOADING ONLY: Verify that the air pressure, if applicable, is properly set and that the dome cover is sealed

  • Verify that the 24 hour monitoring/DCS system (for continuous hookup) is available and operational

  • Ensure all valves, plugs, and dome housings are properly closed, "tool tight", and secured.

  • Plugs Pictures

  • Verified all connections under a sealed lid (if applicable, cut the seal and place it inside the lid) for adequate amount of bolts on flanges, all plugs in place and "tool tight", and chains attached on lid, even if we did not operate any of the connections underneath the lid. (i.e. a bottom operated outlet valve for caustic that has a sealed lid on top for loading.)

  • Verify that all placards are legible, not dull in color, and are in place on all four sides of the car. Placards should remain as received for the return of the tank car, but the placards must be verified onsite prior to release. (For loading, verified placards are in place or installed new placards.)
