NFPA 1 19.1.2 No person owning or having control of any property shall allow any combustible material to accumulate in any area or in any manner that creates a fire hazard to life or property.

NFPA 1 19.1.3 Combustible waste or refuse shall be properly stored or disposed of to prevent unsafe conditions.
