ESC Performance Audit

1. Water contamination - actual or potential

  • Water contamination or off-site sediment release has not been caused, is not occurring and does not have the potential to occur from this site

2. Minimising erosion

  • Clearing has been minimised

  • Duration of soil exposure has been minimised such as through staging, progressive revegetation, and temporary stabilisation

  • Overall rating for minimising erosion

3. Managing Stormwater flows

  • Drainage controls are implemented within active earthworks areas to minimise rill and gully erosion, or are able to be implemented prior to rainfall

  • All concentrated flow paths are stable, structurally sound and provided with capacity in accordance with IECA Table 4.3.1

  • Clean Stormwater is diverted around or through the site without causing erosion or increasing turbidity. If clean stormwater is not diverted around or through the site, it is directed to an appropriately sized sediment basin

  • Overall rating for managing stormwater flows

4. Sediment capture

  • Runoff from all areas flows to an appropriately designed, constructed and maintained sediment basin, or compensatory ESC measures are installed. Compensatory ESC measures (including contingencies) must address all forms of erosion including raindrop impact.

  • Sediment basin is empty if rainfall has not occurred within the last 2 days

  • If dewatering of the sediment basin is occurring, the concentration of TSS discharged does not exceed 50mg/L and pH is within the range 6.5-8.5

  • Site entrance is adequate to prevent movement of soil onto roadway (eg. rumble pad or wheel wash installed and maintained)

  • Overall rating for sediment capture

Overall ESC Performance

  • ESC performance and compliance rating

Process and Adaptive Management Audit

  • The following questions are provided to assist in identifying systemic causes for the ESC performance rating achieved in the preceding section

ESC Plans

  • Is there a site-specific ESC plan in place which is adequate and reflects the current phase of works?

  • If 'yes' to above, is ESC plan being implemented and adapted or modified as necessary?

Monitoring and adaptive management

  • Is there a system in place for monitoring erosion and sediment controls and releases from the site?

  • Is there a system in place for modifying site practices in response to monitoring and notifying the administering authority of any notifable breaches?

Awareness, training and education

  • Are all parties aware of their responsibilities under the EPAct 1994 and specificzlly S440ZG?
