  • PLEASE READ TO THE CANDIDATE (Team member being assessed). To be deemed competent for this Verification of Competency, a score of more than 60 out of a possible 60 marks (100%) is required. Any test point resulting in a status of 'not yet competent' or a correction will result in an overall 'Not Yet Competent' Status. We would encourage participants to continue through the test process, in such cases as a valuable learning opportunity/ experience in preparation for a future retest. The VOC can be rescheduled when the Team Member and their Line Manager feel that the team member has had sufficient time, and practice in the task and is ready for new attempt, with sufficient time passed (refer to the VOC guide). The VOC is an achievement and sets a high standard recognising a Team Members professional mastery of a task within Harvest Road Oceans.

2.0 Task Understanding

Pollution from spills, and the potential for static discharge in a localised volatile atmosphere to cause fire and/or explosion would have devastating consequences and therefore it is critical this SOP is carefully followed.

4.0 Understanding the risks

  • This part of the VOC seeks to gain assurance that the team member can think about the hazards associated with the handling of fuel and the task and apply that knowledge to their actions for safety

  • Test point (6) Team member is asked Why would you be careful to not agitate fuel in the containers? Because agitating fuels increase the concentration and likelihood of a flammable atmosphere in the headspace of the container and being emitted from the container itself.

4.0 Performing the operation (berthing a Vessel)

  • This part of the VOC is about observing and questioning the team member- that they can functionally perform the refuelling task safely. Video footage can be utilised to evidence the competency, otherwise please use images.

  • Test point (7) TM observed inspecting the bulk fuel container and can confirm when questioned what they are looking for- leaks, damage, defective equipment (including the fuel nozzle and the recipient container).

  • Test point (11)- Team member observed to properly follow the process below without correction: The fuel tank must be located/ placed on the ground. Ensure the nozzle of the dispensing unit is touching the side of the tank keeping one hand on the fuel container to reduce static build-up and discharge, now commence refuelling the tank using a slow discharge. <br>DO NOT exceed the fuel level line marked on the tank.

5.0 Immediate actions on spills & completing the refuelling operation and standing down.

  • This part of the VOC seeks to ensure that team members understand the importance of the vessel security and that it is tied off in a way that does not result in damage to the vessel or the infrastructure.
