Environmental Management

 • Have all actions from the previous work area inspection been closed?

 • Have regular area inspections been completed by area owner?

 • Does the work area adequately manage clean stormwater within the work area?

 • Does the work area adequately manage potentially contaminated stormwater from leaving the work area?

 • Des the work area have sufficent, stocked spill kits?

 • Does the work area segregate and store waste correctly for final disposal?

 • Are dust suppression measures in place (eg water cart)?

Clearing

 • Clearing

 • Is a Clearing Sheet active for the clearing?

 • Is there an active AR over the area (with sufficent clearing allocation remaining)?

 • Has the area been surveyed and pegged or is CAES working?

 • Have the operator and supervisor completed RTIO Land Clearing training?

 • Have the required soil resources been salvaged? (Topsoil: 200mm, subsoil: 600mm)

Soil Stockpiles

 • Topsoil stockpiles

 • Has soil been paddocked dumped to less than 1.8m in height?

 • Is there signage to indicate it is a topsoil stockpile?

 • Is the location documented including the stockpile capacity?

ERT Training Grounds

 • ERT Training Grounds

 • Are activities undertaken in the area authorised by an AR? (Note AR number.)

 • Are bulkies and chemicals stored appropriately in cabinets or on adequate bunds with jetting protection?

 • Is the area free from spills and leaks with no discernable loss apparent?

Black Shale

 • Black Shale

 • Describe current situation

 • Are activities covered by AR approval and associated conditions?

Waste Dump

 • Has major modification to the dump design occurred since the last inspection?

 • Cold black shale is considered S category waste (ie <0.1%S): Lift height restricted to 10m and then traffic compacted between new lifts.
Hot black shale considered SR category waste (i.e >0.1%S and OC typically of 2%): Lift height restricted to 2.5m, followed by 2m inter-lift of clean inert waste.
Have these restrctions been included in the design memo?

 • If deviations from the SCARD design criteria have been made, were they approved by stakeholders?

 • Is the quantity of PAF waste documented in short term plan?

 • Is the waste dump progression plan regularly developed/reviewed?

 • Note when the waste dump progression plan was last developed or reviewed.

 • Is the base of waste dump constructed with a minimum of 5m of inert waste?

 • Is the dump extent (as-built design) captured by survey regularly?

 • Has black shale material been identified and segregated?

 • Are the waste dump areas, boundaries and mineral waste layers in Vulcan?

 • Is there clear delineation between hot and cold shale waste tipping areas?

 • What is the current plan in relation to covering Hot Shale?

 • Is PAF waste encapsulated?

 • Is the material used for encapsulation appropriate?

 • Do monthly reports contain volumes of hot and cold black shale delivered to the waste dump?

 • Is there a bund at the top of the waste dump surface to reduce surface runoff across the face of the dump?

 • Are groundwater observation bores installed around the waste dump?

 • Are monitoring samples taken in accordance with the monitoring schedule?

 • Are there any deviation from background levels for sampling results from observation bores or run off?

In-pit Black Shale

 • Has the exposure of black shale been minimised during wet season?

 • Have PAF blocks been delineated in mining systems and been scheduled to the correct destinations?

 • Has a reconciliation been completed of block-outs, survey pick ups, CAES and dispatch data for hot and cold shale volumes?

 • Have any discrepancies been investigated?

 • Have the following timeframes been achieved between blasting and load and haul of black shale?
Wet season: within 3 weeks, dry season: within 12 weeks

 • Is black shale present in windrows or fill material for ramps, roads and park ups?

 • In active black shale mining aresa, are pit sumps managed appropriately (according to wet season management plan, sediment load, capacity)?
