Digger trucks have an uninsulated boom and should be grounded unless it is new construction. This is Section II of Duke Energy CESR and covered under T&D 7.19, 8.8, 8.9, 8.10

Overshoes should be worn when performing switching/grounding activities from the ground (distribution settings), mainly see these in Transmission section, 20kv and up with a barricade around the truck and wearing them inside the barricaded area. Duke does not require EH boots, only ANSI Z41 or ASTM F2412/2413 rated boots and specified tasks for dielectric boots (examples above).
