1.0 Introduction

  • Inspection Type

  • The purpose of this visit is to carry out a Proactive monitoring inspection of scaffolding activities and available documentation on site at the time of the inspection to Include Method Statement & Risk Assessment and site rules.

    The site was inspected to measure compliance with the Work at Height Regulations 2005 (WAHR), various National Access and Scaffolding Confederation (NASC) guidance documents including TG20:13 & SG4:15, System Scaffold Manufacturer’s Instructions and any available design information.

  • The Yard was inspected to measure compliance with written arrangements for yard work ,Operatives were monitored to measure compliance with issued documentation including Method statement , Risk assessment and site rules. the yard was monitored for housekeeping and compliance with material servicing requirements.

2.0 - Site Specific Documents

  • 2.1 - Is a bespoke design configuration applicable to the scaffolds constructed on site?

  • 2.1A - Do all completed/handed over design scaffolds have a "Working Design"

  • 2.1B Are all designed scaffolds erected in accordance with the supplied design drawings?

  • 2.2A - Have Compliance Sheets been issued to the client for all TG20:13 scaffolds erected and are they available on site?

  • 2.3 A - Are the manufacturers instruction available on site and are they relevant to the system in use

  • 2.3B - What type of system scaffold is in use

  • 2.3C - Is the system scaffold erected in accordance with the manufacturers instructions.

  • 2.3D - If not erected in accordance with the manufacturer's instructions is there a suitable bespoke design available or calculations available.

  • 2.4 - Has Anchor Testing been undertaken in accordance with TG4:19 and certificates been completed?

  • 2.5 - Is a Scaffold Inspection Register in place and up to date?

  • 2.5 Have Handover Certificates been completed and issued for all scaffolds? This is to certify its readiness for use and inform the client of any limitations and their responsibilities.

3.0 - Housekeeping and Materials

  • 3.1 Are materials stored neatly and in the correct laydown areas?

  • 3.2 Are spare scaffold materials removed from working platforms and access routes?

  • 3.3 Are all spare scaffold materials removed from site upon completion of the scaffold?

  • 3.4 Are the scaffold platform kept in a tidy condition during use by other trades

4.0 - Construction and Workmanship of Scaffolds

  • please note this inspection was a general overview site monitoring inspection and only parts or small sections of scaffold will have been reviewed during the visit. This does not form part of the statutory inspection requirement.

  • 4.1 - Were standards adequately installed? (Consider level, joints, connections and spacing etc)

  • 4.2 - Were ledgers adequately installed? (Consider level, joints, connections and spacing etc)

  • 4.3 - Were transoms adequately installed? (Consider spacing, extension and connections etc)

  • 4.4 - Were couplers of the correct variety and used appropriately?

  • 4.5 - Was bracing installed correctly and in line with the design/TG20 compliance sheet/manufacturer's instructions provided?

  • 4.6 - Were scaffolds adequately tied or stabilised?

  • 4.7 - Were working platforms correctly boarded, boards of good quality and platforms of adequate dimension for the activities being undertaken?

  • 4.8 - Were guardrails adequately installed to all working platforms and set at the correct height?

  • 4.9 - Were toe boards adequately installed to all working platforms, correctly supported and in good condition?

  • 4.10 - Were Brickguards installed to all working platforms, if required by risk assessment?

  • 4.11 - Was netting/sheeting installed and in accordance with the specification of the design/compliance sheet?

  • 4.12 - Was access and egress to the scaffold safe, appropriate and without undue risk to scaffold users?

  • 4.13 - Were loading bays constructed in accordance with the provided design specification?

5.0 - PPE & Working at Height

  • 5.1 - Were Scaffolders observed working at height at the time of the visit?

  • 5.1.2 - Were Scaffolders observed working appropriately at Height and in accordance with SG4?
