  • Note to Principal Contractor -

    It is a Lidl requirement that you will remain on site during the Fit-Out period (Between PC and Handover to Sales dates) to manage the Lidl directly appointed contractors and Lidl staff working on the site, in the role of Principal Contractor.

    As the Principal Contractor you are required to comply with your duties under CDM and manage all the above as though you had appointed them yourself.

    All persons working under your control must abide by your site rules at all times during this period. Failure to do so may result in a site closure if Safetyform were to visit the site and identify a Non-Compliance.

F10 Notification Requirements

  • A project is notifiable to the HSE if the project:

    a. Lasts longer than 30 working days and will have more than 20 workers working simultaneously at any point in the project; or

    b. Exceeds 500 person days.

3. Pre-Construction Phase

  • Have design risks been communicated by the Principal Designer to the Principal Contractor (i.e. design risk registers/assessments)?

  • Please detail the reasons why no design team meetings have taken place between the PD & PC?

  • Has the Principal Designer distributed relevant pre-construction information to all other parties working on the project who need it?

  • Has the Client distributed relevant pre-construction information to all parties?

  • If the PD & the Client have not issued Pre-Construction information to all parties, then how has this information been distributed?

  • Has the Pre-construction site survey been submitted to the PC by Safetyform?

  • When will the Pre-Construction Site Survey be issued to the Principal Contractor?

  • Have planning conditions been discharged to allow for start on site?

  • Please detail why Safetyform are not required to undertake inspections outside of normal working hours?

  • Have others who may be affected by the works been consulted / informed of the start on site date (i.e. leaflet drop to residents etc)?

  • Please detail how the PC will inform others who may be affected by the works of their expected start date and how the works will affect them.

4. Construction Phase

Client Requirements

  • Is the Principal Contractor aware of the Lidl Health & Safety Specification for Construction Works document which details the Lidl site safety requirements for all PC's when working on Lidl sites?

  • Discuss the document and issue a copy to the PC following the meeting.

  • Are specific Client rules understood by the PC (i.e. Site Manager SMSTS, Permits for Tower Scaffolds and "No Shorts" on site requirements in particular)?

  • Discuss these requirements with the PC during the meeting and mention these requirements are contained in the Lidl H&S specification for Construction Works document also.

Management on Site

  • Has the site manager been appointed?

  • Who is the site manager (name & contact details)?

  • Is the site manager SMSTS trained (or SSTS trained for smaller projects)?

  • What qualifications does the site manager have to run a site of this size & risk?

  • Please Note:

    The minimum requirement for site manager competence on Lidl sites is:

    a. Large construction project (new builds, major refurbishment etc) - SMSTS minimum.

    b. Small construction projects (small works or minor alteration projects) - SSSTS minimum.

  • Has the first aider been identified and arrangements in place for administering first aid?

  • Name of First Aider:

  • Given the numbers expected on site, is the Emergency First Aid at Work provision, enough?

  • Discuss first aid cover with the PC and agree on minimum requirements.

Welfare Provisions

  • Have the site set-up and welfare arrangements been confirmed and understood?

  • Discuss the welfare requirements and where they will be established.

  • Has the PC considered the requirement for showers on site (i.e. for works on live drains, demolition, or large concreting works)?

  • Discuss with the PC the consideration for showers where live drainage, demolition or large pours of concreting may be undertaken on site. This is to be done via a risk assessment by the PC.
    If the PC decides not to have showers then ultimately that is their decision.

Site Hoarding

  • Has a site hoarding plan been developed and agreed in line with client requirements?

  • When will a site hoarding plan be developed in line with client requirements?

  • Does the site hoarding allow for segregated pedestrian access onto the site?

  • Why doesn't the site hoarding plan allow for segregated pedestrian access on to site?

  • Has a traffic management plan been developed and discussed at the meeting?

  • Please confirm that a traffic management plan will be submitted with the CPP?

  • Works must not be permitted to commence without a traffic management plan having been developed and agreed?

  • Have the requirements for waste removal and segregation been considered?

  • How will the PC handle waste on site?

  • Is there a requirement for the isolation of existing alarms (i.e. within a trading store)?

  • Does the PC have a process in place for managing the isolation of alarms?

  • How will this process be managed to ensure the alarms are re-activated following isolation?

  • Have security arrangements been discussed and understood by all parties?

  • What will the security arrangement be during the project?

  • Have high risk SAFETY issues (identified within the PCI) been discussed and clearly understood?

  • How will the PC manage the high risk SAFETY issues on the site?

  • Have high risk HEALTH issues, (identified within the PCI), been discussed and clearly understood (in line with Lidl requirements for the promotion of Health on sites)?

  • How will the PC manage the high risk HEALTH issues on the site?

  • Has the requirement for a fire risk assessment and fire plan been discussed and understood?

  • How will the PC manage the risks associated with Fire Safety on the site?

  • Is there an appointed fire warden for the site?

  • Who is the appointed fire warden?

  • Who will take control in the event of a fire?

  • Will there be a crane used for lifting heavy plant or materials during the construction phase?

  • Will the lift be sub-contracted or carried out internally?

  • Please ensure a suitable lifting plan is provided by the sub-contract lift company prior to the lift being undertaken.

  • Who will prepare the lifting plan and are they competent to do so?

  • Will the works comprise of any asbestos removal from work locations?

  • Who will carry out the works and are they licenced to do so?

  • Has an R&D Asbestos survey been undertaken and distributed to the PC and all parties working on the site?

  • Please state if an R&D survey has been requested by the Client and when it will be available to the PC?

5. Post-Construction Phase

  • Are the H&S file responsibilities and requirements understood by the PC, taking into account Client expectations in relation to format and content and when they should be submitted?

  • Irrespective of whether the PC is aware of the H&S file requirements, please discuss the H&S file requirements with the PC, detailing the format, content and when they should be sent to Safetyform for assessment.

    Please Note: The H&S file must also be sent to the PD for assessment at the same time for them to assess the relevant sections in relation to items in sections 1 to 8.
