LVCM 13.A - ISOLATION OF AN INSTALLATION

Step 1: At the Main Switchboard

  • Is Installation Three Phase?

  • Recorded at Main Switch RWB (L to R / T to B)

Step 2: Advise

  • Advise customer supply will be interrupted

Step 3: At customers Main Switchboard

  • Record position of all Main Switches, CB’s and fuses

  • Turn off all Main Switches and CB’s

Step 4: At LV Mains

  • Remove all service fuses

Step 5: At the Main Switchboard

  • Using a proximity device Confirm Supply is De-energised

  • Test Consumer Mains Actives

  • Test Consumer Mains Neutral

Step 6: Disconnect/Isolate Installation from LV Network

  • ie: Remove OH Service and Hardware / Discoonect UG Consumer Mains from LV Pillar and Secure

LVCM 13.B: Testing an OH Service / Dedicated UG Service Cable

Step 1: Install the Service and Secure

  • DO NOT CONNECT TO NETWORK

Step 2: At the LV Mains

  • Check System Normal

  • Single Phase

  • Test between LV Mains Neutral and LV Mains Active

  • Test between Independent Earth and LV Mains Active

  • Test between Independent Earth and LV Mains Neutral

  • Test between Independent Earth and LV Mains Active

  • Multi Phase

  • Test between LV Mains Neutral and each LV Mains Active

  • Test between Phases A-B, B-C, C-A

Step 3: Connect Service to LV Mains

  • In accordance with construction standards

Step 4: At LV Mains

  • Visually Confirm all Service Actives are fused, and

  • That the Service Neutral is connected directly to the LV Mains Neutral

Step 5: At the LV Mains

  • Insert Fuses

Step 6: At Service Tails Customers End

  • Prove Correct Connections

  • Test between the Service Neutral and the Service Active

Replace an Existing Overhead Service - LVCM 13.A, 13.C & 13.D

Step 1: At the Main Switchboard

  • Is Installation Three Phase?

  • Recorded at Main Switch RWB (L to R / T to B)

  • Recorded at MIL RWB (L to R / T to B)

Step 2: Advise the Customer that Supply will be Interrupted

Step 3: At the Main Switchboard

  • Record position of all AC Main Switches, CB’s and alternate sources of supply

  • Turn off all AC switches, AC CB’s & Alternate Supplies

Step 4: At the LV Mains

  • Remove all Service Fuses

Step 5: At the Main Switchboard

  • Confirm there is no supply

  • Using a proximity device

    (a) Test all active conductors
    - No Indication

    (b) Test Main Neutral link
    - No Indication

    Using a voltmeter

    (c) Test between Main Neutral link and line terminal(s) of the main switch(es)
    ~0 V

    (d) Test between an independent earth and the line terminal(s) of the main switch(es)
    ~0 V

    (e) Test between an independent earth and the Main Neutral link
    ~0 V

    and

    For multiphase supply, in addition to steps (a), (b), (c), (d):

    (f) Test between each pair of line terminals at the main switch - A-B, B-C, C-A
    ~0 V

    NOTE: Refer to section 9.2 if indication received by proximity test

  • MEN / Main Neutral as found

Step 6: At the Main Switchboard

  • Remove the MEN Connection and the Main Neutral/s from the Main Neutral Link/s and Secure

  • Place coloured cable ties in the removed conductors Neutral Link Terminals i.e. Black Main Neutral, Green MEN

  • MEN / Main Neutral removed

Step 7: At the Main Switchboard

  • Perform Continuity Test

  • Using a Multimeter on Ohms setting, Perform Continuity Test to confirm ALL Main Switches are OPEN. Test between LINE side of Main Switch and Neutral Link/s

    If a reading other than (OL) is obtained re-check the installation:

    - for additional Main Switches
    - Main Switch/Switches that may have not operated correctly
    - incorrect Neutral was removed or identified
    - incorrect Switchboard wiring which may include un-switched circuits

    If all above factors have been considered, then a reading above 60,000 Ohms (60K) would be considered acceptable.

Step 8: For a Service

  • Disconnect and remove existing service line

  • Install the Service and Connect to the Consumer Mains

  • Ensure that any Neutral Bonding Conductor is DISCONNECTED from metallic parts and secured

Step 9: At the Switchboard

  • Confirm the switchboard is prepared for testing

Step 10: At the LV Mains

  • Check System Normal

  • Single Phase

  • Test between LV Mains Neutral and LV Mains Active

  • Test between Independent Earth and LV Mains Active

  • Test between Independent Earth and LV Mains Neutral

  • Test between Independent Earth and LV Mains Active

  • Multi Phase

  • Test between LV Mains Neutral and each LV Mains Active

  • Test between Phases A-B, B-C, C-A

Step 11: At the LV Mains

  • Connect service / consumers mains to the LV Network<br>

  • In accordance with construction standard

    Visually Confirm

    - All Actives are fused, and

    - The Neutral is Connected to the LV Mains Neutral

Step 12: At the Service or Point of Supply

  • Confirm the Consumer Mains are NOT Energised

  • Using a proximity device

    (a) Test service/consumer mains active(s)
    - No Indication

    (b) Test service/consumer mains neutral
    - No Indication

Step 13: At LV Mains

  • Insert Service Fuse/s

Step 14: At the Main Switchboard

  • Prove Connections (Polarity)

  • Single Phase

  • Using a Voltmeter

  • Test between the Main Neutral and Line Terminal of the Main Switch

  • Test between Independent Earth and the Line Terminal of the Main Switch

  • Test between Independent Earth and the Main Neutral

  • Test between Independent Earth and the Customer's MEN

  • Test between Independent Earth and the Line Terminal of the Main Switch

  • Multi Phase

  • Using a Voltmeter

  • Test between the Main Neutral and Line Terminal of the Main Switch

  • Test between Independent Earth and the Line Terminal of the Main Switch

  • Test between Independent Earth and the Main Neutral

  • Test between Independent Earth and the Customer's MEN

  • Test between Independent Earth and the Line Terminal of the Main Switch

  • Test between Phases A-B, B-C, C-A

Step 15: At the Main Switchboard

  • Perform Neutral Integrity Test (NIT) =< 1 Ohm

  • Record Value

  • Confirm that:<br>1. There is no high resistance connections to the network.<br>2. Supervisor has been contacted. <br>3 The high reading is due to conductor size/lengths. <br>Appropriate process followed if leaving energises.

  • ABANDON TEST, ISOLATE SUPPLY, DISCONNECT ALL SERVICE TAILS FROM LV NETWORK

Step 16: At the Main Switchboard

  • Reconnect the Main Neutral and then the MEN to the Main Neutral Link

Step 17: At the Main Switchboard

  • Perform MEN Integrity Test =< NIT

  • Test between an Earthed component and the Line Terminal of the Main Switch =< NIT

    Accepted MEN Integrity Test points: Earth Bar, Earthed Switchboard Enclosure, Earth Electrode. Or where the previous options are not available the Neutral Link where the MEN is connected.

Step 18: At the Main Switchboard

  • If applicable, Check Phase Rotation is correct previously recorded in Step 1

Step 19: Point of Attachment

  • Connect Neutral Bonding Conductor

  • Test to ensure that the disconnected bonding conductor is not connected to the service active

    Using a proximity device:

    (a) Test each service active
    - Indication
    (b) Test service neutral
    - No Indication

    (c) Test bond tail
    - No Indication

    (d) Test service attachment point
    - No Indication

     Connect bond to service attachment point

    (e) Test bonded metalwork
    - No Indication

    (f) Test service active
    - Indication

  • Bonding Completed by

Step 20: At the Main Switchboard

  • Return all Main Switches / Circuit Breakers to the position noted prior to work being carried out

Step 21: At the Main Switchboard

  • Conduct Final Test and visually confirm that the Main Neutral and MEN are connected to the Main Neutral Link

  • Using a Proximity Device Test Main Neutral Link and the MEN connection

  • Take photo of Secured Switchboard

LVCM 13.C - INITIAL CONNECTION

Step 1: At the Main Switchboard

  • Turn off all Main Switches, CB’s and Alternate Supplies

  • Using a Proximity Device, Confirm there is NO Supply

  • Switches on OFF Position

Step 2: At the Main Switchboard

  • Remove the MEN Connection and the Main Neutral/s from the Main Neutral Link and Secure

Step 3: At the Main Switchboard

  • Using a Multimeter on Ohms setting, Perform Continuity Test to confirm ALL Main Switches are OPEN. Test between LINE side of Main Switch and Neutral Link/s

  • If a reading other than (OL) is obtained re-check the installation:

    - for additional Main Switches
    - Main Switch/Switches that may have not operated correctly

  • Test between LV Mains Neutral and each LV Mains Active

  • Test between Phases A-B, B-C, C-A

Step 7: Connect Service / Consumer Mains to the LV Network

  • In Accordance with Construction Standard - Visually Confirming - All Actives are fused, and - The Neutral is Connected Directly to the LV Mains Neutral

Step 8: At the Service, Point of Supply or Switchboard

  • Confirm the Consumer Mains are NOT Energised

  • Using a Proximity Device

  • - Test Consumer Mains Active/s

  • - Test Consumer Mains Neutral

  • Test between Independent Earth and the Line Terminal of the Main Switch

  • Test between the Main Neutral and Line Terminal of the Main Switch

  • Test between Independent Earth and the Line Terminal of the Main Switch

  • Test between Independent Earth and the Main Neutral

  • Test between Independent Earth and the Customer's MEN

  • Test between Independent Earth and the Line Terminal of the Main Switch

  • Test between Phases A-B, B-C, C-A

Step 11: At the Main Switchboard

You have a good connection between test instrument leads<br><br>If all factors have been considered, then a reading within 0.1 Ohms of the NIT would be considered acceptable.

  • Take photo of Main Neutral Link

Step 14: Neutral Bond

  • Test to ensure that the disconnected bonding conductor is NOT connected to the Service Active

  • Using a Proximity Device

  • Test Neutral Bond Tail

  • Test Service Attachment Point

  • Connect the Bond to the Service Attachment Point

  • Test Bonded Metalwork

  • Bonding Completed by

Step 15: At the Main Switchboard

  • As per Processes -

    Turn of Main Switch/es and CB's
    or
    Leave Main Switch/es and CB's turned OFF with Sticker over Main Switch/es

Step 16: At the Main Switchboard

  • Conduct Final Test and visually confirm that the Main Neutral and MEN are connected to the Main Neutral Link

  • Using Proximity Device

  • Test Main Neutral Link and the MEN connection

  • Take photo of Secured Switchboard
