Part 145.A.35 (Certifying staff and support staff)

Part 145.A.45 (Maintenance data)

  • Part 145.A.45 Q. Does the contracted 145 organization have access to approved data and is it up to date?

  • EC requirements: Maintenance data are all the manuals provided by EUROCOPTER to maintain and repair aircrafts (technical publications) and any specific document such as but not limited to, Service bulletin, “Consigne de navigabilité” applicable to EUROCOPTER aircrafts and related to keep conformity to EUROCOPTER design and to assure the continuing activity. The Service Center shall subscribe to EC all the basic technical publications necessary to perform maintenance activities. The service center shall procure maintenance data only to EUROCOPTER or a EUROCOPTER subsidiary.<br><br>The Service Center shall have a distribution process for the Technical publications reliable enough to guaranty that all the relevant technical publications are received by the final users (internal or external workshops). <br>The main steps of this distribution process shall be as follow:<br><br>RECEIVING Technical publications subscribed FROM EC<br>A detailed list of the subscribed Technical publications shall be available; valid subscription contracts shall be available.<br>The expiry dates of each subscription shall be managed in order to request EC to renew the subscription before the expiration.<br>The delivery note sent by EC with all the technical publication shall be returned to EC, signed by addressee, as an acknowledgement receipt.<br><br>UPDATING & CHECKING PROCESS<br>The Service Center shall have a reliable process to guarantee that the maintenance data used in the workshops are continually available, updated, legible and complete. <br>With a reasonable frequency, the Service Center shall recurrently check maintenance data used in the workshops<br>Distribution, updates and checks of every maintenance data has to be recorded <br>A yearly Sample checking is requested. Each checking shall be recorded<br><br>COPYING THE TECHNICAL PUBLICATIONS<br>The documentation is protected by a copyright; it shall not be duplicated without authorization of EC.<br>The translation of the technical Publication can only be performed and/or validated by EC.<br>The center is authorized to copy (duplicate) the technical publications only if it subscribes to “master copies” which will be considered as original documents to be reproduced. Those master copies shall be archived by the center.<br><br><br>Each maintenance task shall be carried out as per EUROCOPTER maintenance data. Any deviation is not allowed except if it is a written authorization from EUROCOPTER exists.

Part 145.A.47 (Production planning)

Internal audits<br><br>In order to continuously check the compliance with the EUROCOPTER requirements, the center shall carry out internal audits using this document as a reference.<br>Such internal audits shall take place at least every year.<br><br>For each internal audit, a report shall be issued, recording among other things, the findings, the relevant corrective actions and lead times for implementation.<br><br>The corrective actions coming from those audits shall be managed to ensure the on time implementation as well as their efficiency.<br><br>The audits reports shall be archived and available to the EUROCOPTER auditors, on request.<br><br>ii. F.O.D. : Foreign Object Debris / Foreign Object Damage<br><br>Foreign object debris is a substance, debris or article alien to a helicopter or component which would potentially cause damage or malfunction.<br><br>Foreign object damage is any damage or malfunction attributed to a foreign object (i.e. any object that is not part of the helicopter or component) that can be expressed in physical or economic terms and may or may not degrade the product's required safety or performance characteristics. FOD is an acronym often used in aviation to describe both the damage done to aircraft by foreign objects, and the foreign objects themselves.<br><br>Center shall have a clearly defined procedure to prevent any risk for such an alien matter to stay on board or within a component after it has been released to service. As a minimum, but not limited to, it’s required to have: <br>- Workshops rated as restricted areas<br>- Recurring information campaigns towards technical staff and to every personnel authorized to enter workshops.<br>- Warning signs in workshops <br>- Tools and spares parts counting stops<br>- Daily tools physical inventory<br><br>iii. Human factors<br><br>All personnel working directly or not on helicopters or components (workshops and engineering departments) shall recurrently receive a specific training related to human factors, risks and prevention.<br><br>Managers shall be able to identify any disturbed personnel (temporarily or permanently) in order to entrust him with not touchy tasks regarding safety. <br><br>iv. Customer monitoring<br><br>Customer satisfaction - Centre shall continuously measure and monitor customer satisfaction level based on relevant KPIs. In case of KPI deterioration, center will carry out a root cause analysis and undertake relevant actions.<br><br>Customer complains - Center shall have a procedure to receive, record, process and answer customer complains. Answers shall be provided in a period of time as short as possible with highest relevancy level. <br><br>v. Personnel safety<br><br>Center shall pay a special attention for personnel safety i.e. to have secured premises and layouts, innocuous equipment / tools / chemicals / processes. In case of hazardous equipment / tools / chemicals / processes, safety or protection equipment shall be available, maintained and used.<br>

Part 145.A.70 (Maintenance organisation exposition)

  • EC requirements:<br>Each center shall have an EACE (EUROCOPTER Approved Center Exposition). This manual, validated by EUROCOPTER issued by the center, describes how these document requirements are enforced.<br><br>In the case of the Center is approved by EASA or by an authority recognized by EASA, a lighten EACE related to EUROCOPTER specific requirement can be accepted as a complement to the center MOE.<br>In case of the center is approved by an authority not recognized by EASA, the center shall have to write up a full EACE.<br><br>A center not approved by an authority cannot be approved by EUROCOPTER.
