PRE-PLAN REVIEW AUDIT

  • Is the plans examiner wearing/displaying proper identification?

  • Has the plans examiner checked their messages and returned any calls / emails they might have received from the prior business day?

  • Has the plans examiner gone through their assigned workload queue and reviewed plans in application order from oldest to newest dates?

  • If the workload within the plans examiner's queue appears to be near completion within 24-hours, has the plans examiner notified his / her direct supervisor to assign additional work?

PLAN REVIEW AUDIT

  • Prior to starting the plan review, has the plans examiner examined the application scope against the construction documents (plans, specs, etc.) provided for review?<br>(The intent being to verify that the scope of work on the application matches the plans, and that the plans examiner has all of the components to perform the review)

  • Did the plans examiner review the project data reflected on the general information and/or cover sheet to verify that the project address, construction type, occupancy type, building area, adopted codes and occupant load is provided?

  • Did the plans examiner verified that the major common elements on the general information and/or cover sheet match the submitted plans? These elements are, but not limited to: type of construction, occupancy classification, occupant load capacity, square footage, height of the building and new/existing square footage?

  • Did the plans examiner verify that the allowable area based on occupancy and construction type of the proposed building or addition does not exceed the prescriptive minimum?

  • Did the plans examiner verify that the proposed building and/or addition is located fully within the property lines?

  • Did the plans examiner verified the prescriptive requirements for accessibility? This includes a review of both the interior and exterior components of the building.

  • In addition to the plan, did the plans examiner review all project construction documents, which may include, but not be limited to: project spec books, energy code compliance reports, special inspection agreements, etc.?

  • During the course of the plan review, has the plans examiner demonstrated the necessary level of technical expertise for the permit type?

  • Did the plans examiner utilize the applicable plan review checklists during the review?

  • Did the plans examiner use the provide codes and research materials during the plan review?

  • Did the plans examiner cite the appropriate code and code section when red lining minor issues on plans for approval?<br>(Red line comments on plans approved for issuance is acceptable provided the code section is cited and the plans examiner's red line is not construed as designing for applicant. This should be a coachable moment between the plans examiner and the supervisor.)

  • Did the plans examiner use an excessive amount of red line comments in order to approve the application for permit issuance? <br>(Even though code citations are provided, at a certain tipping point excessive red lining becomes design through the deficiency process. This should be a coachable moment between the plans examiner and the supervisor to strike the proper balance.)

  • When drafting the plan review comment letter for the applicant, did the plans examiner cite the applicable construction drawing sheet number(s), code section(s) and provide the code language, along with a brief and concise comment explaining identified issue?

  • If approved, have the construction documents (plans, spec books, addendums, etc.) been signed and sealed with the applicable approval stamps?

  • Did the plans examiner attach to the approved plans all reviewed, approved and stamped project construction documents, which may include, but not be limited to: project spec books, energy code compliance reports, special inspection agreements, etc.?

  • If a meeting was scheduled to discuss the submittal, did the plans examiner introduce himself or herself to the applicant?

  • If a meeting was scheduled to discuss the submittal with the applicant, was the plans examiner able to use clear and concise language to describe code concepts to the applicant?

  • If a meeting was scheduled to discuss the submittal with the applicant, did the plans examiner demonstrate good customer service skills?

  • Within any of the verbal or written communications for this project, did the plans examiner offer design advance beyond an explanation of the prescriptive requirements?<br>(It is acceptable to explain exceptions within the adopted codes that may benefit an applicant; however, it is not acceptable to offer design advice to resolve a prescriptive requirement.)

POST-PLAN REVIEW AUDIT

  • Has the plans examiner completed their assigned plan review workload within the establish time lines?

  • Did the plans examiner demonstrate teamwork and respect for co-workers?

  • Did the plans examiner demonstrate a strong ethical foundation and a level or personal integrity?
