PRE-PLAN REVIEW AUDIT

  • Prior to starting the plan review, has the Plans Examiner reviewed the scope of work on the permit application against the scope reflect on the construction documents (plans, specs, etc.) provided for review?<br><br>(The intent being to verify that the scope of work on the application matches the plans, and that the Plans Examiner has all of the components necessary to perform a complete and thorough review)

  • Did the Plans Examiner review the project data reflected on the general information and/or cover sheet to verify the following: 1) project address, 2) construction type, 3) occupancy type, 4) allowable height / area vs. actual height / area, 5) adopted codes and 6) total design occupant load is provided?

  • Did the Plans Examiner verify that the allowable building height / area based on occupancy and construction types of the proposed building or addition does not exceed the prescriptive minimum shown in International Building Code Table 503?

  • Did the Plans Examiner verify that the proposed building and/or addition is located fully within the property lines?

  • In addition to the plan set submitted for permitting, did the Plans Examiner review all project construction documents, which may include, but not be limited to: project spec books, energy code compliance reports, special inspection agreements, etc.?

  • Did the Plans Examiner verify the prescriptive requirements for accessibility? <br><br>(This includes a review of both the interior and exterior components of the building. When reviewing compliance for accessibility, the exterior exit discharge from the building to the public right of way or area of safe dispersal is often overlooked. In addition, the Plans Examiner must verify the route between the accessible parking is accessible and signed correctly.)

  • During the course of the plan review, did the Plans Examiner demonstrate the necessary level of technical expertise for the permit type?

  • Did the Plans Examiner utilize the provided plan review checklists during the review?

  • Did the Plans Examiner use the applicable provide codes and reference materials during the plan review?

  • Did the Plans Examiner cite the appropriate code and code section when red lining minor issues on plans for approval?<br><br>(The use of red line comments to help expedite plan approvals is acceptable provided that they are kept to a minimum. In addition, the red lines must be linked to a prescriptive requirement and have the code section cited on the plans. Excessive red lining may cross over from regulatory to design and should be discussed as a coachable moment between the plans examiner and the supervisor.)

  • When drafting the plan review comment letter for the applicant, did the Plans Examiner provide the following: 1) cite the applicable construction drawing sheet number(s), 2) note code section(s) and provide the code language, 3) provide a brief, but concise comment explaining the identified issues?

  • Did the Plans Examiner attach to the approved plans all of the reviewed, approved and stamped project construction documents, which may include, but not be limited to: project spec books, energy code compliance reports, special inspection agreements, etc.?

  • If approved, have the construction documents (plans, spec books, addendums, etc.) been signed and sealed with the applicable approval stamps?

  • If a meeting was scheduled to discuss the submittal, did the Plans Examiner introduce himself or herself to the applicant?

  • If a meeting was scheduled to discuss the submittal with the applicant, was the Plans Examiner able to use clear and concise language to describe code concepts to the applicant?

  • If a meeting was scheduled to discuss the submittal with the applicant, did the Plans Examiner demonstrate good customer service skills?

  • Within any of the verbal or written communications for this project, did the Plans Examiner offer design advice beyond an explanation of the prescriptive requirements?<br><br>(It is not acceptable or legal to offer design advice on how to resolve prescriptive requirements. It is appropriate to explain or notify the designer of code exceptions within the adopted codes that may benefit an applicant; however, the Plans Examiner must be cautious and avoid being pulled into the design dialog.)
