SUPERVISION / INSPECTORS / WORKFORCE

FOUNDATION AND SCAFFOLD STRUCTURE

  • Is the foundation suitable for the structure

  • Are the sole boards adequate for the load

  • Are all standards on base plates/screw jacks

  • Is the scaffold structure fit for purpose/sufficient strength & stability

  • Does the scaffold structure have adequate scaffold ties

LADDERS & ACCESS AND EGRESS

  • Is there sufficient stairways at any location of the scaffold

  • Are the ladders in good condition

  • Is ladder free from defects: splits/cracks/twists

  • Is the ladder supported by a minimum of 2 support transoms (top and bottom) & tied correctly

  • Does the ladder extend past the platform by approximately 1m

  • Is the ladder set at the correct angle of 75 degrees (or4:1)

  • Is the ladder on a firm level surface with both stiles supported

  • Are access points clear from obstructions for access & egress

  • Is the ladder access fully boxed in

  • Do access points have the correct swing gates/arms/trapdoors in place

SCAFFOLD SAFETY (HSE)

  • Are all coworkers signed onto the permit

  • Do all coworkers know where to muster in a emergency

  • Is a well stocked first aid cabinet on site and inspected weekly

  • Do all coworkers know the emergency plan

  • Are the emergency numbers displayed

  • Are coworkers carrying out risk assessments before starting work

  • Are all scaffolders working to SG4:10

  • Are coworkers aware of the dangers of adverse weather : High winds, Lightening, Sand-storms, Extremes of temperature, Wet or slippery surfaces

  • Are Gin wheels and ropes maintained to the correct standards

  • Are all coworkers using the correct signs and barriers

  • Are all coworkers working to the correct manual handling regulations

  • Are all coworkers carrying H2S monsters

  • Is there a rescue plan and rescue equipment in place (SG:19)

SCAFFOLDING YARD & SITE HOUSEKEEPING

  • Is the housekeeping at a acceptable level

  • In the scaffold yard are all materials clearly segregated

  • In the scaffold yard are all materials correctly signed

  • Does the scaffold yard have a quarantine area ( with the correct signes)

  • Are the scaffold tube in good condition

  • Are the scaffold boards in good condition

  • Are the scaffold fittings in good condition

  • Are all scaffold tube glavernised

  • Does the yard have the correct fitting bins

FINDINGS & RECOMMENDATION My findings from the scaffolding audit I carried out on Ras Al Hamars project is the scaffolding does not meet the correct standards so it needs immediate attention to rectify the issues. My main concern regarding the scaffolding around the apartments is the structure and the strength of the scaffold at the base. As it stands at the moment it has the potential to buckle and collapse, as the subcortactor as taken out the main components which have considerably reduce its strength from the scaffold. Also the scaffolding needs to be tied into the building where possible as discussed yesterday with the site team I believe this is going to be resolved but it must be followed up. I will highlight below the main points which need to be resolved immediately. = SCAFFOLDING BASE NEEDS TO BE FULLY BRACED WITH COMPLETE LADGERS AND TRANSOMS (BOTTOM TWO LAFTS) = SCAFFOLD NEEDS TO BE TIED TO THE BUILDING THROUGH THE WINDOWS THIS WILL ALSO HELP ON THE DISMANTLE = SCAFFOLD NEED TO BE BRACED IN THE CORRECT WAY WITHIN 300m OF THE NODE POINT = SCAFFOLD LOADING BAY NEEDS TO BE HEAVY DUTY MORE MATERIAL REQUIRED (loading bays should be erected to a designed drawing) = SCAFFOLDING ACCESSES ARE INCORRECT PLEASE REFER TO PDO GUIDELINES = SCAFFOLDERS NOT YET COMPETENT = SCAFFOLD INSPECTORS NOT YET COMPETENT = SCAFFOLDING SUPERVISION NOT YET COMPETENT = SCAFFOLDERS WITHOUT THE CORRECT TOOLS = SCAFFOLDERS WITH INCORRECT HARNESSES/LANYARDS = SCAFFOLDING SELF CLOSING GATES, TRAPDOORS AND SWINGARMS TO BE ORDERED FOR SITE = OTHER TRADES i.e PAINTERS STOP DISMANTLING SCAFFOLD (this must be stopped immediately) MY RECOMMENDATIONS = TO HAVE A TRAINED AND COMPETENT PERSON OR PERSONS ON SITE AT ALL TIMES = TRAINING FOR ALL PERSONNEL INCLUDING SUPERVISION (please see PDO approval list) = PLACE AN ORDER FOR THE CORRECT TOOLS AND EQUIPMENT ALSO PPE = TRAINED AND CONTENT PERSON OR PERSONS TO CARRY OUT REGULAR AUDITS ON THE SCAFFOLDING = ENSURE ALL SUBCONTRACTORS ARE WORKING TO THE CORRECT WORKING AT HEIGHT STANDARDS
