Competence Assessment

Assessor and Competent person Competency

 • The Assessor and competent person must be trained and have full understanding of the activity that they are to assess. The competent person must be trained and competent and passed out on this assessment.

Site Rules / Procedures

 • Employee has been trained on the following documents: Sthil Saw use on SSOW 1 use of a Sthil Saw and Hand Grinder. Trained on pre start check for ISP17_(TS420 & Cart) Stihl Saw Maintenance Requirements and ISP18_(TS500i) Stihl Saw Maintenance Requirements. Aware that an employee maintains the Sthil Saws on a monthly basis via SRC17 Stihl Saw Maintenance Register. EMS5 Method Statement Training Schedule Fuel Safety Data Sheet. SRC57 - Persons Appointed to Mount Abrasive Wheels. Guid Doc 16 - Stihl Saw - Dust control on Cut-Off Saws. SSOW2-Vehicle Movements. SSOW3-Storage and Use of Highly Flammable Liquids.

 • Understands and can use the Manual for the use of the Saw?

 • Wears the correct PPE? No loose clothing? Face / ear protection built into the mask? Kevlar gloves worn?

 • Awareness of Pedestrian Routes (safe positioning whilst cutting wires from between beams). Sparks risk to others

 • Employee understand that they must wear a P3 mask when cutting with wither the sthil saw or Hand Grinder

 • Work at Height requirements (Wear Helmet when on the beds - built in respirator)

 • Understand the risks associated with silica Dust. Place on dust supresson and wear a powered p3 mask

 • Understand the fuel filling requirements for the Saw. Trained on the CoSHH assessment and how to fill the saw?

Pre Start Check

 • Can the employee understand what to check on the sthil saw in relation to ISP17 Stihl Saw (TS420 & Cart) - Maintenance Requirements

 • Is the employee aware of how to fill up the Sthil Saw with petrol? Also aware of the risks of fire and risks to health?

 • Set up the water pressure for damping down?

 • Checks all componants of the saw to check the saw is safe to use and fit for purpose?

 • Understand the weekly testing requirements of each conveyor belt (pull cord emergency stops)

 • Ensure that the saw is not moving when started up? Sometimes issues with reving too high causing unwanted movement of the saw

 • Does the employee understand how to check the blade for safe installation as well as safely changing to the correct type of blade? (Only qualified personnel are permitted to change/fit blades)

 • Adjust the angle of the safety guard to suit the work (saw NOT running)

 • Can the trainee explain the information on the blade?

 • Can ensure that the anti vibration is working on the saw?

Cutting Beams in the Beam Cutting area with the Cutting Cart and Saw

 • Carry out the pre start check?

 • Check that the correct blade for the job is fitted (abrasive or diamond)

 • Fill the disc cutter/saw’s fuel tank with the correct mixture of petrol and two stroke oil (the mixture should be premixed in a suitable container not the fuel tank). See also fuel safety data sheet and COSHH assessment above). Ensure the petrol cap is tightened before use.

 • To start the disc cutter/saw follow the manufacturer’s operating procedures. If the saw is not running correctly or has a fault of any description advise the Factory Manager immediately. Ensure there is a minimum of 2 beams to be cut (at each side of the beam cutting area)

 • Ensure that beams to be cut are suitably supported/chocked either side of the cut to prevent movement, trapping the saw blade and the falling of any cut section onto the saw operator. The timbers either side of the cut should be slightly higher than adjacent timbers to ‘open’ the cut and prevent trapping of the saw blade. Only set one beam up at a time on the chocks to be cut.

 • Do not force the saw (and cart) through the cut – let the saw/blade do the work. Bring the wheel up to speed before starting the cut.

 • Always switch off the saw before making any adjustments to it
a. Always wait until moving parts are stationary,
b. NEVER refuel whilst the engine is hot or running,
c. Turn off the saw if you need to walk further than 7 metres,
d. Always stop the blade before moving.
Cutting Inverted Beams on the Beds

 • Walk to the beams that are inverted on the bed. Check that the beams are on a firm and level chocking arrangement. Do not cut beams if there are employees attempting to remove a stuck beam from the bed. Place the Stihl saw on the bed. Climb onto the bed. Ensure you are positioned in a way that does not pose an increased risk of a fall from height.

 • Start the Stihl saw and cut the wires between the beams. Bring the wheel up to speed before starting the cut. Do not force the saw through the cut – let the saw/blade do the work. Ensure you are always aware of your surrounding (vehicles, etc) and walk in the centre line of the beams.

 • Always switch off the saw before making any adjustments to it
a. Always wait until moving parts are stationary,
b. NEVER refuel whilst the engine is hot or running,
c. Turn off the saw if you need to walk further than 7 metres,
d. Always stop the blade before moving.
Cutting Wires and other items with the battery operated Hand Grinder

 • Carry out a pre start check on the blade and saw

 • Wears the P3 mask with dust, eye and hearing protection

 • Carry out a Take 2 for the task they are doing? risks in the area?

 • Safely cuts wires from the edge of the beam?
