A: COMPLIANCE WITH REGULATIONS.

  • The subcontractors should have the required operating licenses. Special care must be paid when operating dangerous goods cargo.

  • Drivers should hold valid licenses and certificates, in relation to the carried goods.

  • There should be a strict policy concerning the use of drugs and alcohol by drivers.

  • The subcontractors and his drivers should comply with relevant regulations on parking and routing, .g, Parking Restrictions on Dangerous Goods etc....

  • All relevant transport and customs documentation supporting the operation should be carried in the house -to-house chain with the utmost attention and care; e.g. Dangerous Goods Declaration, bill of landing, custom documents etc.

  • Each party in the transport chain should be informed about the risks associated with the carried products prior to accepting the haulage; this may be achieved for example by provision of the instructions in writing safety data sheet and tool box meeting sessions.

  • The subcontractor and in conjunction with contractor shall document the arrangements regards emergency response, including the emergency response telephone numbers to be used.

NB: In addition to the above, specific criteria apply in case of transport of dangerous goods:

  • All the provisions of the applicable international and national regulations for the transport of dangerous goods, concerning the labeling, documentation, equipment, training, segregation of goods etc. should be implemented.

  • Subcontractors' drivers employed for the transportation of dangerous goods goods should have valid training certificate from GCLA ( or any accredited organization).

  • Subcontractors' drivers should be provided with the appropriate personal protective equipment and been trained to use them.

B. SUBCONTRACTED DRIVERS QUALIFICATION REQUIREMENTS.

  • Valid driver's license for type of vehicle driven.

  • One year's minimum experience in driving the vehicle type for which licensed.

  • No criminal records (police clearance).

  • Appropriate levels of education ( including numeracy and literacy skills).

  • Understanding of local language.

  • Attending contractor General driving rules and HSE induction session at least once a year ( all induction's attendant will be recorded)

  • Successful completion of a defensive driving training program (or any equivalent as per local legislations).

  • Trained in emergence procedure.

  • Evidence of good health condition and no drugs and alcohol issue ( medical certificate).

C. RESPONSIBILITIES OF SUB-CONTRACTOR VEHICLE DRIVERS.

  • Carry out daily inspection of their vehicles prior to commencing the work: Daily inspection should b conducted in compliance with Bollore procedure PO.HSE.06. " Check - list- inspection".

  • Comply with Bollore General driving rules Policy.

  • Comply with Bollore Security Policy.

  • Comply with Bollore Quality Policy.

  • Comply with Bollore Alcohol and Drug Policy.

  • Comply with Bollore QHSE requirements.

  • Use appropriate personal protective equipment defined by Bollore Africa Logistics Tanzania Limited.

  • Park the trucks/ vehicles in reversed position whenever possible.

  • Transporting of unauthorized passengers and hitchhikers is strictly prohibited.

  • The maximum number of authorize passengers allowed in a vehicle must NOT exceed the manufacturer 's specification and the quantity of seat belts available.

  • All passengers must be firmly seated on the vehicles seats.

  • Standing or kneeling on the back of moving vehicles is prohibited.

  • For the equipment designed by manufacturer without rollover protection, seat belts may be waive with the permission of the site manager.

  • All passenger in the motor vehicle must fasten seat belts.

  • Pedestrian and bicycles have right of way over motorized traffic.

  • Horns shall be used when passing and at all blinding corners.

  • Driving time per day limited according to local regulations. Maximum: 10 hours for truck drivers and continuous driving without rest is limited to 3 hours.

  • Vehicle safety related equipment's are adopted and in good condition ( extinguisher, stop blocks...)

  • In case of accident involved a third party, vehicles will not be moved without police report, approval.

  • An assistant must guide any reversing truck.

  • All loads on vehicles will be properly stowed and fastened by means of fastening belts, fastening chains, fastening net as applicable.

  • Other drivers will be warned of unsafe road conditions and Hazards.

  • Headlights will be used at night and for all dangerous cargo transportation.

D. TRUCK / TRAILER EQUIPMENT REQUIREMENTS.

  • Legal documents ( Insurance, vehicle Road License etc must be valid and present in the vehicles.

  • Manufacture / Third party evidence of vehicle suitable according to the load.

  • Three points seat belts. Lap and shoulder belts attached both to seat and cab - pillar.

  • Driver and passenger side mirrors able to display front and side blind spots.

  • Clearance and warning light ( flash lights on top of vehicles cabin, torch)

  • Rear and side protection

  • Roll-over protection

  • Bulkhead ( load Arrestors for truck cabin protection).

  • Audible reversing alarm.

  • Spare wheel and tyre in good condition?

  • Appropriate tire changing tools ( e.g. Vehicle jack)

  • Disabled vehicle marker ( e.g. Warning triangle)

  • Reflective jacket available?

  • 9Kg ABC powder fire extinguisher

  • First aid kit available with all required equipments?

  • Pair of stop blocks.

  • Twist locks for transport of containers.

  • Anchor point for fastening devices.

  • Lashing gear appropriate and adequate to load secure meant ( e.g. Valid cretic action, recognize inspection certificate available...)

E. 4WD AND LIGHT VEHICLES.

  • Three pints seat belts. Lap and shoulder belts attached both to seat and cab - pillar.

  • Clearance and warning lights.

  • Side mirrors to display front and side blind spots.

  • Rear view mirrors in good conditions.

  • Warning reflecting triangle for the light vehicles are they available and in good condition?

  • Fire extinguishers available and in good order?

  • All cracked and broken glass shall be replaced before vehicle is operated.

  • Vehicles used for transport of personnel shall have seats firmly scoured and adequate for the number of individuals to be carried.
