1.2. Does the door which forms part of the pool barrier have a self-locking or self-latching device that prevents the door, if the door is in its closed position, from being opened by a person unable to reach the opening mechanism for the door? and

1.3. Is the opening mechanism on the door located a minimum of 1500mm above the ground level or the internal floor level measured from the approach side? and

1.4. Does the door have a device fitted which returns the door to its closed position from any stationary position from fully open to resting on the lock or latch without the use of manual force?

3. Pool Barrier Fence

3.8. Has an inside NCZ of 300mm been maintained around the entire inside perimeter of the pool fence? (No climbable objects within 300mm of inside of pool fence)

3.9. Are all horizontal rails spaced a minimum of 900m apart and the bottom rail located a minimum of 1100mm below top of pool fence?

3.10. Is the pool fence free of any finger or footholds greater than 10mm in depth on the surface or within a 1200mm radius (Arc) and are such footholds a minimum of 900mm apart?

4. Pool Gates / Latches

5.3. If wire mesh used as a barrier, are openings in wire mesh no greater than 13mm?

5.4. Are the fence rails if located on the approach side of the boundary fence a minimum of 900mm apart including at adjoining fence junctions? (If not a 1200mm NCZ is to be provided or fence rails to be made non climbable)

5.5. Has a NCZ of 1200mm measured in an arc from top of the boundary fence been maintained on the approach side of boundary fence? (Objects such as trees, outbuildings etc located on the approach side of boundary fences which present as a climbing point within the 1200mm NCZ. A NCZ of 1200mm must be maintained at the approach side of all boundary fences)

5.6. Is the intersection of pool barrier fence and boundary fence protected with a 1200mm NCZ measured from top of pool fence to top of boundary fence?

7.2.2. Does the outside surface have any projections and/or indentations with a depth of 10mm or more? and

7.2.2.1. Are they spaced at least 900mm apart and at least 1100mm below the top of the barrier? and
-
7.2.3. Does the retaining wall slope away from the pool by not more than 15 degrees to the vertical?
-
7.3. Is the retaining wall slope located on the approach side or outside of pool area?
-
7.3.1. Does it have an effective height of at least 1200mm? and
-
7.3.2. Does the outside surface have any projections and or indentations with a depth of 10mm or more? and
-
7.3.2.1. Are they spaced at least 900mm apart and at least 1100mm below the top of the barrier?
-
7.3.3. Does the retaining wall slope away from the pool by at least 60 degrees to the vertical? or
-
7.3.4. Does the retaining wall have an effective height of at least 2400mm?
8. ABOVE GROUND POOLS.

8.1. Is there an above ground pool?
-
8.2. Are the walls of above ground swimming pool a minimum of 1200mm in height measured above the adjoining ground or pavement level?

8.3. Is there a 1200mm clear NCZ around the perimeter of the pool including pumps, filters and the like?

8.4. Is the pool ladder stored away when not in use?
9. BALCONY
-
9.1. Is a balcony projecting into a pool area?
-
9.2. Does the distance of the floor of the balcony to the pool surround measure less than 2.4m?
-
9.3. Do the windows and doors to the balcony comply with child-resistant windows and doorsets? or
-
9.4. Does the balcony include a balustrade which complies with the requirements for a fence in this Standard?
10. STRENGTH AND RIGIDITY OF FENCING COMPONENTS
-
10.1. Is the strength and rigidity of the barrier sufficient to resist the forces applied that could reasonably be expected during normal usage? (Note: This can be assessed by an average sized adult pushing against the barrier at the critical points i.e. at the highest point of barrier and halfway between posts)
11. Part 9A -Division 6 – Building Regulations 2018 - Regulation 147ZF (If in the opinion of the Inspector any of the following exist, the Inspector must immediately issue a certificate of pool and spa barrier noncompliance Form 24 to the owner of the land. An answer of YES signifies a Critical Non-Compliance)

11.1. Will a Form 23 or Form 24 need to be issued on completion of this inspection?

11.2. Is the barrier incapable of being made compliant with the applicable standard within 60 days?

12. COMPLIANCE:

12.1. Is Pool Safety Barrier compliant with the applicable standard to allow for a Form 23 -Certificate of Compliance to be issued? (Copy to be provided to owners for lodging with Council)

12.1.1. If non-compliant, will you issue the owner a list setting out the non-compliant items, giving the owner up to 60 days in which to bring the Pool Safety Barrier into compliance with the applicable standard?

12.1.1.1. Inspector must advise owner of his/her intention to carry out a reinspection specifying a date / time not more than 60 days from date of this inspection.
