Conditions for collector /Storer/ Recoverer

1 a Waste collection should be limited to the types and quantities of waste indicated in section 2.2.1.1 of the initial Environmental Examination Report (IEER) and waste Eletrical and Electronic equipments as specificed N 301 Discarded Computers and accessories. N 302 Discarded mobile phones, S 262 Used or of specified batteries and accumulators, in the gazatte notification No 1534/18 dated 01.02.2008"

1 b Any change in the type of waste shall be brought to the notice of the CEA and fresh approval should be obtained.

1 c Scheduled waste (Hazardous waste) should not be stored in the open environment. It shall be stored in closed containers in an isolated area earmarked for the purpose within the premises.

1 d Facility must take the adequate measures while handling Scheduled waste (Hazardous waste) to prevent accidents and limit their consequances on human beings and the environment.

1 e Facility must take the adequate measures to safeguard occupational and environmental health and safety, throught the following;<br><br>(i) Provide persons working on site with training, equipment and information necessary to ensure their safety.

(ii) An up-to date, written hazardous materials identification and management plan
-
(iii) An up-to date, written planfor reporting and responding to exceptional pollution releases including emergencies such as accidents, spills, fires and explosions.

1 f Containers and packaging of Scheduled waste must meet the following conditions:<br><br>(i) All packaging material including containers shall be of such strength, constuction as not to break open or become defective during transportation.

(ii) Packaging material should be such that there will be no significant chemical or any type of a reaction among any of the material in the package.

(iii) All containers must be compatible with the type of waste stored and amenable to mechanical handling.

(iv) Containers for liquid Scheduled waste (Hazardous waste) should be completely closed/sealed and leak proof. There should be no any gas generation due to any chemical reaction within the container.

(v) Container should be covered with a solid lid or a canvas to avoid emissions of any sort including spillage, dust etc. amd minimize odour generation both at the point of loading and during transportation.

(vi) Multi use containers must be reusable provided it should be cleaned and free from deterioration defects.

(vii) Loads of Scheduled Wastes/Hazardous Wastes must be properly placed on vehicles and other necessary measures should be taken to prevent movement and loss.

(viii) Incompatible wastes shall not be collected in the same container. Wastes shall be segregated and packed seperately.

(ix) Each container should be kept with the filling holes upward and marked with ""THIS SIDE UP"" to indicate the upward position of closures.

(x) Storage containers should be clearly labelled with type of waste and their hazard characteristics as per the Guidelines on Hazardous Waste Management published by the CEA

1 g Scheduled waste that cannot apply the conditions given under 1 f (iv) (v) due to physical and chemical characteristics should be stored in separate restricted area and proper monitoring system for emissions should be in place.

1 h Proper fire extinguish equipments should be availabel in the facility.

1 i The following statement should be displayed as plainly visible notice in Sinhala, Tamil & English in the facility "STATEMENT: " WARNING: CONTAINS WASTE DANGEROUS TO HUMAN HEALTH AND THE ENVIRONMENT"
Conditions for Transporter

2 a) The drivers of the vehicles should possess special training for handling and transporting of scheduled waste eg: The use of declaration system.

2 b) The drivers of the vehicles and the workers should be provided with special training and facilities to ensure handling emergency situations.

2 c) Transportation and delivery of the scheduled waste to the Co-processing facility, Puttalam Cement Kiln, Palaviya should be done without any undue delay.

2 d) Records pertaining to the transportation of scheduled wastes should be maintained.
-
2 e) Transportation of wastes should be restricted to minimal traffic hours.
-
2 f) The special vehicle which is used for transportation of scheduled wastes should be in good condition. The containment tanks in the appropriate vehicle must be in good condition and all valves, pumps and other equipment must be located in positions that minimize risk of damage and be protected from crash damage.

2 g) Vehicle should be equipped with personal protective equipment

2 h) In case of fire, actions should be taken to extinguish and inform the nearest fire brigade station.

2 i) Container should be covered with a solid lid or a canvas to avoid emissions of any sort including spillage, dust etc. and minimize odour generation both at the point of loading and during transportation.

2 j) Appropriate actions should be taken to clean up spillage which may occur during transportation.

2 k) Any accident that may have occurred during or as a result of collection or transportation of waste should be reported to the authority as to the form set out in Schedule VII of Part II of the National Environmental (Protection & Quality) Regulations No. 1 of 2008.

2 l) Each movement of scheduled wastes should be accompanied by the Hazardous Waste Declaration form. Instructions provided in the Hazardous Waste Declaration form should be followed during the movement activity

2. (I) All cytotoxic waste must be packed in sealed rigid impervious containers with appropriate leak proof packaging.

2. (ii) Facility must be provided adequate education and training of all staff involved in any aspect of handling of cytotoxic drug related waste including the provision of personal protective equipments.

2. (iii) Facility should develop and properly implement procedures for packaging labeling, safe handling and transportation of cytotoxic drugs,

3. Containers vehicles waste receivng points and storages should be labelled with appropriate symbols and statements as per the Guidelines on Hazardous Waste Management published by the CEA

4. Facility must comply with pollution control standards prescribed by regulations stipulated under the National Environment act No 47 of 1980 and subsequent amendments.

5. Records for collection, storage and transportation of the scheduled waste shall be maintained and reports on annual returns for the facility should be sent to the CEA twice in every 12 months.

6 In any event of environmental damage occuring during the transportation and storage of the scheduled waste, the damaged environmental shall be restored and rehabilitated under the guidence and supervision of the CEA. The total cost of such restoration and rehabilitate shall be borne by M/s Geocycle - Holcim (Lanka) Limited.

7 Any additional conditions stipulated by the Central Environmental Authority as and when required for controlling any kind of pollution arising from the collection, transportation and storage of scheduled waste shall be strictly adhered to.

8 This Scheduled Waste Management License is issued to carry on only the permitted activities stated therein; it shall not and is not intended to confer the recipient therefore any right to assert ownership to the land where the permitted activities are carried on.

9 This license is issued in respect of collection, storage, treatment and transportation of scheduled wastes by M/s. Geocycle - Holcim (Lanka) Limited 25 A, Spur Rd 3, Phase 1. KPEZ, Katunayake
