GENERAL REQUIREMENTS

  • During the Inspection, Representatives are present from Landlord, Tenant & Contractor

  • All necessary equipment & tools such as Ladders and steps, torch, etc. should be provided by the Tenant

  • All necessary testing equipment and Trained staff to perform the testing to be provided by the Tenant

  • Tenant to provide laborers to assist the Team in the inspection process

  • Tenant to provide approved Drawing from QCDD for reference

  • All access panels shall be required to be opened

Phase 1: PreInspection Checklist

  • Visual inspection of Fire Alarm System installation

  • Visual inspection of Fire Fighting System installation

  • Visual Inspection of Emergency exit & lighting system installation

  • Visual inspection of smoke extract system installation

  • Visual inspection of Fire suppression system

  • Conduct General inspection to identify any apparent item that may represent a fire risk or hazard or inhibit the operation of the Life Safety System

Phase 2: Witness Testing

Fire Fighting System

  • Close Sprinkler isolating valve and confirm signal is received at Landlord Panel

  • Put the Sprinkler Isolating valve into its normal Open position after testing

  • Open Drain valve and confirm signal is received at Landlord Panel

  • Put the Drain valve into its normal Close position after testing

Fire Alarm System (FAS) Note - As part of the fire alarm system, the cause and effect should be verified based on a review of the tenant cause and effect.

FAS Panel

  • FAS Panel - Inspect Fire alarm panel and check if panel is clear of faults

  • FAS Panel - Turn off power supply of FAS panel and confirm if panel remains active

Smoke detectors and manual call points - 20% of smoke detector devices installed by Tenants shall be witness tested, which shall include one manual call point, or 3 devices including one manual call point, whichever is greater.

  • Smoke Detectors & Manual Call Points - Smoke detectors are properly tagged

  • Smoke Detectors & Manual Call Points - Test smoke detector with smoke detector test cup or operation test key, confirm that this activates the fire alarm panel & sounders or PAVA

  • Smoke Detectors & Manual Call Points - Record witness tested device address and location in provided log sheet

  • Smoke Detectors & Manual Call Points - Mute the FAS panel, confirm that the panel remains in fire state but fire alarm sounders and PAVA cease

  • Smoke Detectors & Manual Call Points - Test manual call point and confirm that this activates the Fire alarm panel and sounders

  • Smoke Detectors & Manual Call Points - Remove 1 smoke detector head and observe if fault will register in the FAS panel

Heat detectors -50% of heat detector devices installed by Tenants shall be witness tested or 2 devices, whichever is greater.

  • Heat Detectors - Heat detectors are properly tagged

  • Heat Detectors - Test heat detector with heat detector test cup or operation test key, confirm that this activates the fire alarm panel & sounders or PAVA

  • Heat Detectors - Record witness tested device address and location in provided log sheet

  • Heat Detectors - Mute the FAS panel, confirm that the panel remains in fire state but fire alarm sounders and PAVA cease

  • Heat Detectors - In the case of any failure the number of devices to be witness tested shall be increased 40% or 6 devices whichever is greater

Fire alarm cause and effect - As part of the fire alarm system, the cause and effect should be verified based on a review of the tenant cause and effect, this may include but not limited to the following;

  • Music Activation of FAS results in any music system ceasing to operate

  • FCUActivation of FAS results in FCU turning off

  • Roller shutter - Test 1: Power on Activation of FAS results in roller shutter doors to open

  • Roller shutter - Test 2: Power off Activation of FAS results in roller shutter doors to open

  • Access Control Doors - Test 1: Power on Activation of FAS results in Access control doors to open

  • Access Control Doors - Test 2: Power off Activation of FAS results in Access control doors to open

  • EscalatorsActivation of FAS results in any escalators to stop

  • LiftsActivation of FAS results in any lifts to Ground and doors to open

  • Mechanical Ventillation, Smoke Extract Activation of FAS results in smoke extract to start

  • LPG Solenoid control valve Activation of the fire alarm results in Gas Solenoid valve to close

  • Electric Power to kitchen equipment Activation of FAS results in Power to kitchen equipment to be isolated

  • Smoke Curtains Activation of FAS results in smoke curtains to drop

  • Air Handling Supply Fans to Unit Activation of FAS results to stopping of AHU supply fans

  • General & toilet fans installed by Tenants Activation of FAS results to stop operation off this units

  • Kitchen Exhaust Fan Activation of FAS results to stop operation of KEF

  • Fire/Smoke Dampers Activation of FAS results to Fire/Smoke Dampers to Close

Fire Alarms sounders/PAVA and Strobe Light

  • Confirm audibility of PAVA or sounders

  • Confirm operation of Strobe light

Smoke detectors & Manual Call Points Landlord - 10% of devices installed by Tenants shall be witness tested, which shall include one manual call point, or 2 devices including one manual call point, whichever is greater. In the case of any failure of any device, Base build shall be requested to attend unit and undertake 100% retest.

  • Test smoke detector with smoke detector test cup or operation test key, confirm that this activate the Landlord fire alarm panel

  • Remote LED indicator is functioning

Fire Suppression System (FSS)

  • Disarm FSS with locking Bar

  • Visual inspection of the system and check CO2 cylinders

  • Remove CO2 cylinder check date and weigh cylinder to confirm it is charged

  • Check chemical tank, remove and confirm if charged

  • Activate the SystemPull manual activation point and confirm the following effects,

  • Activation mechanism operates

  • Retail unit FAS activates

  • Retail unit Gas solenoid valve closes

  • Electrical Power to kitchen is isolated

  • Activate the Systemrelease fusible link and confirm the following effects,

  • Activation mechanism operates

  • Retail unit FAS activates

  • Retail unit Gas solenoid valve closes

  • Reset the system

  • Disarm FSS with locking Bar

  • Install Chemical Tank

  • Install CO2 cylinder

Mechanical VentillationSmoke Extract Fan (SEF)

  • Test 1 Volume flow rate - Activate SEF and check volume flow rate in minimum of 2 extract grills

  • Test 2 Smoke Test - Using smoke generator fill an area with smoke

  • Test 2 Smoke Test - Activate SEF and check volume flow rate in minimum of 2 extract grills

  • Test 2 Smoke Test - Record time taken to clear the smoke. Video required - In case of volume flow rate being different in the witness test than the indicated on the commissioning data, another measurement should be done.

Emergency Lighting

  • Turn of Power of the unit, all emergency lighting should operate

  • Measure lighting levels and to be compared to commissioning data results for conformity

  • After 30 minutes , put back the normal power and confirm the emergency exit and escape lighting is maintained

Fire alarm testing - Power off

  • Turn off Power of the Retail unit and activate the FAS, confirm the following

  • Fire alarm Functions

  • PAVA, sounder and or Strobe Light function

  • Roller shutter raises

  • Access control doors open

  • Lift grounds

  • Mechanical ventillationSmoke extract system functions

  • Smoke and fire dampers operate

  • Smoke curtains function

LPG System - Press Emergency shut off switch, observe the following;

  • LPG Solenoid control valve Activation of the fire alarm results in Gas Solenoid valve to close

  • LPG System sounder will activate

  • Electrical power to Kitchen equipment to Cut off

  • FCUs will stop

  • Kitchen ventillation fans will stop

  • Fire Alarm will activate and all Flash sounders will operate

  • Fire status will be displayed on Tenants FACP. Check & Record device address and location

  • Tenant Music system will cease to operate

Initiate Gas Leak Sequence, observe the following:

  • LPG Solenoid control valve Activation of the fire alarm results in Gas Solenoid valve to close

  • LPG System sounder will activate

  • Electrical power to Kitchen equipment to Cut off

  • FCUs will stop

  • Kitchen ventillation fans will stop

  • Fire Alarm will activate and all Flash sounders will operate

  • Fire status will be displayed on Tenants FACP. Check & Record device address and location

  • Tenant Music system will cease to operate

Phase 3: Interface Tenant Fire Alarm Panel with Landlord

  • Activate Tenant Fire alarm panel, observe if signal is received in Landlord FAS and unit is identified correctly

  • Landlord sends fire alarm to tenant, observe if signal is received in Tenant's FAS

  • Tenant FAS induces fault, observe if fault signal is received at Landlords FAS panel correctly
