1. General requirements

1.1 Requirements related to documentation system

  • What is the certification status of the company?

  • Is the management system described in full in a management manual ?

  • Are Q, S, E, HACCP, others management systems integrated or described separately?

  • Does the documentation cover all levels of the document hierarchy (processes, procedures, specifications, certificates, etc.)?

  • Are the company Processes presented in a form that enables the mutual dependencies and process responsibilities to be identified (e.g. process model, process mapping)?

  • Is the documentation system appropriately communicated and readely accessible (eg IT solutions)?

  • Are processes designed according to ISO NORMS?

1.2 Control and traceability of documents, data and records

  • Are appropriate users notified when new documents are issued or existing documents are updated?

  • Are these documents & data available at the right places?

  • Are there procedures to establish and maintain identification, collection, accessibility, indexing, filling, storage place & time, maintenance and disposition of records, including training, audit, reviews, problems, compliance certificates (MSDS, Packaging Directives) and pertinent subcontractor records, incl records related to Q, S, E, H, BI, IP, PI?

2. Management responsability

2.1 Management commitment

  • Are the policies consistent with the UPL policies?

2.3 Planning

  • Is there a method for risk assessment?

  • Is the method is in line with international Standards or any reference to local regulation ?

2.3.2 Legal and other requirements

  • How can the company demonstrate knowledge of and accountability for, applicable regulations, company standards and customer's contracts, to which they are subject?

  • Is there a procedure for recording, maintaining and communicating (to appropriate users) regulations and legal & contractual requirements ?

  • Are there any indications that the supplier is NOT in compliance with established national and local regulations or with contractual specifications?

  • Has the company ever been cited for noncompliance with any regulations or contract? If so, when and for what ?

  • Has the company issued compliance certificates regarding heavy metals or any packaging regulation/directive ?

  • Are responsibilities and competences for Regulatory Affairs (regulation watch, compliance check and certification) and PI defined?

  • Is there an inventory of materials subject to regulations or contractual requirements?

  • Do you have a valid licence to operate ? are you recorded as a Seveso Site ?

  • Do you have a valid insurance policy? What the amount of the total damage insured?

2.3.3 Objectives & targets

  • To what extend do measurable goals exist against which progress can be tracked (KPI's, programmes, objectives)? Try to assess the relevance and level of challenge in any programmes

  • Is there a process for continuous setting and review of objectives of each individual level (i.e. KPI, MBO)?

2.3.4 OHS, Environmental & Q program

  • Do programme(s) exist and are they current and enforced?

  • Do these programme(s) specify the required activities and resources with specific responsibilities, the means and the time schedules in order to achieve objectives and targets?

  • Are the programs adapted to suit the changes that may occur in the activities, products, services or working conditions of the organisation?

2.4 Roles & Responsabilities

2.6.1 KPI, PPI

  • Are there measures (KPIs) utilized to assess performance and drive process improvements

  • Costs of the QSE system are known (Prevention, Appraisal, Failures)?

  • Is there a process for describing the procedures on how data is collected and analyzed?

  • Is the scope of the data collection and analysis sufficient to:

  • Does the company have an appropriate procedure for financial resources allocated to QHSE ?

  • To what extend does the supplier's Accounting staff interact with Operating staff? Is reporting of results frequent and usefull?

  • To what extend is the supplier willing and able to provide the components of cost?

  • To what degree can the supplier demonstrate that they are actively involved in programs to control and reduce cost in the area of waste reduction, supplier cost control, productivity improvement, efficiency improvement, and technological advancement?

  • Does the company have an appropriate data and information management (hardware, software)?

  • Does the company have for IS an appropriate crisis management plan and backups ?

  • Does the company have a clear policy for data security (access rights, employees, contractors, temporary work, frirewalls, hackers) ?

4 Implementation and operation

4.1 Operational control

4.1.1 Sales

  • Is there an effective system with clear responsibilities for client communication (product/service information, order processing, customer complaints, information relating to product/service performance capability, process change)?

  • Is there a process for qualifying customers (reliability, BI)?

  • Are the client requirements for products/services defined in full (incl. the aftersales activities already determined and agreed)?

  • Is the amendments (last minutes changes or addon's) procedure an integral part of the process?

  • Is a feasibility study carried out and documented where appropriate?

  • Clients documents are properly converted into internal specifications, procedures, and manufacturing orders

  • How effective are the procedures to ensure and measure ontime delivery? To what extent is the company capable of providing the exact quantity ordered? To what extent does the company work to control and reduce leadtime?

  • Where servicing is specified in the contract, have procedures been established and maintained for verifying that servicing meets the specified requirements?

  • Is the customer satisfaction measured and monitored (survey, KPI's) ?

  • To what extent does the company provide field support to resolve operational problems?

4.1.2 Product development

  • Does the company have R&D facilities ?

  • Is there a technological survey ?

  • Is a design/development process defined and implemented (project phases, milestones, responsibilities)?

  • Does the company have an appropriate project management system for the realization of the design/development activities, which controls in particular the cost, and time standards?

  • How developments are coordinated across the group/organisation ?

  • Are there any restrictive patent or agreement ?

  • Are all Q, OHS, Environmental and PI, BI, IP aspects considered at the development stage (incl. Raw materials, waste, disposal, obsolete tools) ?

  • Is the client informed about potential restrictions/limitations in usage of the good or service due to the development stage ?

4.1.3 Production & Logistique

  • Planning : Is the planning coordinated with other requirements such as quality management, resources, processes, facilities, environment, requirements, assessment criteria, testing activities, records ?

  • Procurement : Do purchasing documents specify clearly the product or refer to a detailled specification sheet?

  • Procurement : Do purchasing specs define clearly quality, quantity, timing, purity and regulatory requirements?

  • Procurement : Are suppliers periodicaly evaluated, audited and do they get feedback?

  • How do you determine that incoming materials conform to specifications (COA, sensory evaluations, standard physical and analytical analysis, compositional analysis, and microbiological analysis)?

4.2.2 Treatment of non conformity, complaints & accidents

  • Are there defined procedures which stipulate the responsibility and authority regarding the handling and analysis of accidents, incidents, noncompliance (nonconformities) and the introduction of corrective and preventative measures?

  • Are appropriate measures initiated in the event of nonconformities being discovered following delivery/commissioning of the products/services (incl. recall process as required)?

  • Is there a system for reporting nonconformance, which ensures that the competent departments are informed of the type and extent of nonconforming products and take the necessary decisions?

5. Fire: Electrical hazards

  • Are you safety cabinets clean and locked to un-authorized people

  • Are fire extinguishers kept free from obstruction, in their correct storage location, undamaged, fully laden and in date

7. Personal Protective Equipment

  • Is high visibility and any others PPE ( gloves, masks, respiratory ) available to colleagues where appropriate
