1. Chemical bund design

  • 1.1 Is bund volume capacity adequate?

  • The minimum bund capacity must meet which-ever of the following is the largest:
    1. 100% of the largest tank and 10% of the second largest tank
    2. Sufficient capacity to hold the contents of any bulk tanker vehicle unloading in the bund
    3. 25% of the combined capacity of all IBC's, drums or other packages in the bund including empties

    The displaced volumes (i.e. concrete plinths, and other tanks) below the top of the bund crest, is to be allowed for when calculating bund capacity. The bunds should also have additional capacity to store rainwater or 20 minutes of fire water where appropriate.

  • 1.2 Does bund have a roof to prevent rainwater from entering?

  • 1.3 Does the bund have adequate ventilation for materials being stored?

  • 1.4 Is the bund constructed of impervious material?

  • Impervious materials are materials that can hold liquids with no loss. It includes concrete with sealed joints, plastic portable bunds, clay or PVC lined earth dams but excludes concrete blockwork, brickwork etc.
    Blockwork/brickwork bunds are acceptable if lined on the inside with an appropriate membrane or coating.

  • 1.5 Are materials of construction compatible with substances stored inside the bund?

2. Managing the delivery, dispatch, transfer or decanting of liquid substances

  • 2.1 Is the loading/unloading or transfer of liquid chemicals from a truck carried out entirely within a bunded area?

  • The volume capacity of the truck unloading bund should be adequate to contain the capacity of the largest bulk tanker or the largest chemical container.

  • 2.2 If the answer to 2.1 is no, is there a risk of a spill during chemical transfer activities, entering the storm-water

  • 2.3 Are transfer hoses contained within the bunded areas during storage and while transferring chemicals?

  • 2.4 Have the risks of transferring chemicals in IBC's or drums using forklifts across the site been identified?

  • 2.5 Have the relevant forklift operators been trained in the safe transfer of chemicals (i.e. IBC's, drums).

3. Maintenance of containment systems

  • 3.1 Are there any visible cracks in the bund?

  • 3.2 Are all joints sealed and in good condition?

  • 3.3 Are bunds clear and free of contamination?

  • 3.4 Is rainwater routinely removed from external bunds?

  • 3.5 Are there any leaks or visible signs of weakness from tanks, or chemical containers?

  • 3.6 Is the routine inspection of bunds/tanks included in the site's maintenance program?

4. Chemical Storage

  • 4.1 Are incompatible chemicals stored separately with the appropriate segregation

  • 4.2 Is the placarding/signage appropriate for chemicals being stored inside the bund?

  • 4.3 Are the tanks or chemical containers located far enough away from the inside of the bund wall to prevent a leak at height projecting over the bund wall?

  • 4.4 Are chemical containers (i.e. drums, IBC's) stacked to any prevent collapse?

  • 4.5 Can vehicles move safely inside the bund without risk of damage to tanks or chemical containers?

5. Management of spills

  • 5.1 Are spill kits located nearby?<br>

  • 5.2 Are spill kits appropriately stocked?<br><br>

  • 5.3 Does the site have appropriate spill response procedures in the Emergency Response Plan to deal with spills?

  • 5.4 Has the site undertaken any training or emergency drills in spill management in the last 2 years?
