Exception: When bleachers are used adjacent to a wall and the space between the wall and the seating is less than 4 inches.

Is the top surface of the guardrail at least 42 inches above the leading edge of the footboard, seatboard, or aisle, whichever is present?

Are open guardrails constructed of materials such that a 4-inch-diameter sphere cannot pass through any opening?
