    <= 15 1 boat and at minimum 1 person with relevant experience for mid to high flow measurements in a crewed vessel.
    16 to 25 1 or 2 vessels. This will depend on experience levels and potential risk levels like turbulence, debris andvelocities
    26 to 30 2 vessels. relevant experience for mid to high flow measurements in both crewed vessel
