Has the floor been suitable prepared using 12mm ply for wooden floor and screed for concrete?

Has the floor been laid correctly? i.e. NOT under unit legs and not tight to edges/skirting boards etc to allow movement? Has the floor been suitably prepared i.e. leaving no excessive "bounce" in sections of floor?
