  • A house with 5 or more occupants needs a HMO License and Planning consent for use as an HMO or proof that none is required (ARTICLE 4). Owner must always check with the council. If the property will have 5 or more occupants, landlord/agent to send Doorstep a copy of most up to date mandatory HMO license, if we do not already have it.

EPC - Energy Performance Certificate

  • An EPC level E or above is a requirement before a property can be advertised with Sulets.

  • The Energy Efficiency (Private Rented Property)(England and Wales) Regulations 2015 establish a minimum level of energy efficiency for privately rented property in England and Wales. This means that, from April 2018, landlords of privately rented domestic and non-domestic property in England or Wales must ensure that their properties reach at least an Energy Performance Certificate (EPC) rating of E before granting a new tenancy to new or existing tenants. These requirements will then apply to all private rented properties in England and Wales – even where there has been no change in tenancy arrangements – from 1 April 2020 for domestic properties, and from 1 April 2023 for non-domestic properties.

Utilities

  • Confirm with the property owner that the meters are NOT Prepayment Meters

Owner/Landlord/Agent to arrange for the meters to be changed to Credit Meters and an appointment confirmed for the change over before any agreement is signed. Doorstep will not be under any obligation to change the meters back when the agreement ends.

This ‘test’ button is part of an RCD. If an RCD is fitted, there should also be a label on or near the consumer unit stating ‘test quarterly’.

Fire Detection

  • Doorstep will have the Fire Alarm tested regulary as per regulations. A log book and fire proof box also need to be installed to keep documents. Doorstep will supply these if not in situ and the cost will be charged to you (currently £95). Copies of alarm test keys will also be chargeable if not provided. The Fire Alarm will be checked and certified by a competent person every 6 months.

  • Sulets will arrange to have the system checked to ensure it is mains wired, interlinked and operational before the tenancy agreement is signed. This will be done at the expense of the property owner. To meet the Sulets Code of Standards, you will need to provide a minimum of a Grade D LD3 interlinked smoke detection system (sounders on every circulation space including stairwells, corridors or lobbies) with battery backup. Additional interlinked Heat detector in kitchens.

  • Doorstep will test the Emergency Lighting as per regulations - A log book and fire proof box also need to be installed to keep documents. Sulets will supply these if not in situ and the cost will be charged to you (currently £95). The Emergency Lighting will be checked and certified by a competent person every 6 months.

  • A 30 minute fire door (FD30) will need to be fitted to the lounge/hallway or kitchen/hallway as applicable to protect the fire escape route. This must incorporate intumescent heat strips and cold smoke seals on the top and both sides of the door to be hung using three 3x100mm steel hinges. The full depth of the door must be enclosed in the frame and fitted with a self closing device capable of closing, latching the door and holding it firmly against the rebates of the frame.

  • Have the ceilings throughout the house been boarded as per Hull City Council Regulations?

  • The ceilings need to be boarded throughout to prevent fire spread. Owner/Landlord/Agent to arrange this at their expense. Doorstep can arrange this but the cost will be deducted from the rental payment (plus a Maintenance Charge of 10% plus Vat).

Additional Checks

  • These must be boarded up to prevent use and is the responsibility of the Property Owner/Landlord/Agent. If Doorstep go ahead with actual works to remedy this, it will be done at the Property Owner/Landlord/Agent's expense.

  • Are there any other glazed doors in the property?

  • Is the glazing Safety Glazing?

  • The owner/landlord/agent must arrange to replace the glass for safety glazing, or to board up the glazed areas on both sides. If the glazing is left in the door and boarded over, it will not be the responsibility of Doorstep to fit safety glazing retrospectively either during or after the agreement ends.

  • Arrange for someone to check the glazing and report on its type.

  • Are the windows in the property Single Glazed?

Property Owner/Landlord/Agent Agreement

  • I confirm that to my knowledge, this property does not have any asbestos present. I understand that if any major disruptive works are to be carried out to the property, that an asbestos survey will be required and that I will be responsible for arranging any monitoring/encapsulation that may be required.

  • I agree that any works relating to safety and fire safety, including those requirements for the HMO License, including the boarding of ceilings to Hull City Council specifications will be carried out at my expense. I understand that once I have agreed this, Doorstep will arrange to take on the property. I am prepared to undertake the work specified above to be completed. I understand that Doorstep can arrange to carry out the works on my behalf but that I will need to pay for the work in advance. I confirm that I will supply all Required Documentation and Certification, or give permission for Doorstep to acquire the necessary certification at my expense.

  • I agree for Doorstep to arrange for a Professional Deep Clean to be carried out at my property so that the property is clean and ready for the new tenants to arrive. The invoice will be charged to me and deducted from the first rental payment.
