1. Compliance

2. Persons / Groups affected by works

  • Will pedestrians, road users, cyclist or equestrians be affected? If yes provide details of risks and control measures implemented.

  • Are there any known groups which could increase the risk? E.g., Site close to schools, day centres or riding stables etc? If yes provide details of risks and control measures implemented.

  • Will the carriage or footway be temporarily obstructed? E.g., Grab Lorry, spoil heap or other plant/machinery? If yes provide details of risks and control measures implemented.

  • Are there circumstances which might change the level of risk? E.g., rush hour, school times, pub/club licensing hours, weather conditions or deliveries. If yes provide details of risks and control measures implemented.

3. Site left unattended

  • Will the site be left unattended at anytime? If no, go to section 4 – if yes, enter details of risk and control measures.

  • Have the appropriate measures been taken to protect the site and SLG for the current and expected weather conditions such as SLG being suitably weighed down?

  • Are the measures in place to control traffic flow suitable and contact information provided should an issue arise?

  • Have all measures been taken to protect against vandalism?

  • At what frequency will site checks/inspections be required to take place?

  • Has the person managing these works been informed of inspection frequency?

4. Traffic Management

  • Traffic flow is less than 20 vehicles over a duration of 3 minutes? If no STOP and contact your supervisor.

  • Are Priority Boards being used?

  • Speed Limit is 60mph or less? If no STOP and contact supervisor

  • Traffic flow is less than 42 vehicles within 3 minutes? If no STOP and contact supervisor.

  • Work’s length is 80m or less? If no STOP and contact supervisor.

  • Visibility before and beyond the site is in line with the Red Book? If no STOP and contact supervisor.

  • Restricted road width to 3.25m-3.5m lane width? If no STOP and contact supervisor.

  • Diversion in operation?

  • Has the route been agreed with the local Street Authority? If no STOP and contact supervisor.

  • Have the appropriate control measures been taken into consideration for the increased traffic flow and sizes (HGV's and Buses) on the diversion route? If no STOP and contact supervisor.

  • Has a Stop and Go been introduced? (Remotely controlled Stop & Go boards should be used where possible)

  • Are boards remotely controlled? (These are only to be used during daylight hours)

  • Distance between boards is less than 200m? If no STOP and contact supervisor.

  • Operator of boards is less than 100m from both boards? If no STOP and contact supervisor.

  • Traffic flow is less than 850 vehicles per hour? If no STOP and contact supervisor.

  • Are Manually Controlled Boards being used?

  • Traffic volume does not exceed max flow rate over a period of 3 minutes for up to 100m = 70 - 200m = 63 - 300m = 53 - 400m = 47 and 500m = 42? If no STOP and contact supervisor.

  • Site length is 20m or less where a single Stop & Go board is being used? If no STOP and contact supervisor.

  • 2-way radios in use if operators are not in direct line of sight? If no STOP and contact supervisor.

  • Both boards are illuminated during hours of darkness? If no STOP and contact supervisor.

  • The operator(s) are in a position of safety – not in the safety zone? If no STOP and contact supervisor.

  • Are portable lights being used?

  • Lights are vehicle activated (unless otherwise instructed by the highway authority)? If no STOP and contact supervisor.

  • Stop/Go boards are available on site in case of traffic light failure? If no STOP and contact supervisor.

  • The distance between the "WAIT HERE" signs does not exceed 300metres? If no STOP and contact supervisor.

  • Lights have been setup where they do not straddle a railway level crossing or control road traffic within 50metres of a level crossing equipped with wig-wag traffic signals? If no STOP and contact supervisor.

  • Highways Authority has given permission for their use (for emergency works, it is permitted to use the portable traffic signals and seek permission retrospectively as soon as possible)? If no STOP and contact supervisor.

  • When using two-way portable signals to control traffic, have you considered the following?

  • The speed of the traffic. If these signals are to be used on roads where the 85th percentile speed is 35mph or more, speed reducing measures should be considered on the approach . If no STOP and contact supervisor.

  • The position of bus stops and parking bays? If no STOP and contact supervisor.

  • The position of pedestrian crossings, either signal-controlled or Zebra? If no STOP and contact supervisor.

  • The location of existing traffic controls, junctions and roundabouts that could affect or be affected by traffic flow beyond the works? If no STOP and contact supervisor.

  • The needs of cyclists and other vulnerable road users? If no STOP and contact supervisor.

  • Any junctions that are so close to the shuttle section that multi-phase control may be required? If no STOP and contact supervisor.

  • The potential for the shuttle section to become blocked by stationary traffic? If no STOP and contact supervisor.

  • The potential for the waiting traffic to block any level crossing? If no STOP and contact supervisor.

  • Will persons using either the road or footway, from any direction, understand exactly what is happening & what is expected of them? If no STOP and contact supervisor.
