Verify the Contents of the QCM

  • Does the QCM have a description of the system and procedures for inspecting incoming raw materials for acceptable quality?

  • Does the QCM have a description of the system and procedures for performing preliminary inspections of all articles that are maintained?

  • Does the QCM have a description of the system and procedures for conducting a hidden damage inspection of articles that have been involved in an accident?

  • Does the QCM have a description of the system and procedures for proficiency of inspection personnel? (see 3659 Repair Stations Personnel) for further guidance).

  • Does the QCM have a description of the system and procedures for ensuring current technical data for maintaing articles? (see 3656 Repair Station Technical Data).

  • Does the QCM have a description of the system and procedures for qualifying and surveilling non certificated persons who perform maintenance or alterations for the repair station?

  • Does the QCM have a description of the system and procedures for performing final inspection and return to service of maintained articles?

  • Does the QCM have a description of the system and procedures for calibrating measuring and test equipment?

  • Does the QCM have a description of the system and procedures for taking corrective action on deficiencies found?

  • Does the QCM have references, where applicable, to the manufacturer's inspection standards for a particular article, including reference to any data specified by that manufacturer?

  • Does the QCM have examples of the inspection and maintenance forms?

  • Does the QCM have instructions for completing the inspection and maintenance forms, or a reference to a separate forms manual?

  • Does the QCM have procedures for revising the QCM and notifying the CHDO of the revisions, including how often the CHDO will be notified of revisions?

Check Inspection System (Review a sample of the documents used during maintenance, i.e., work orders, inspection sheets, discrepancy sheets)

  • Determine whether the article is identified throughout the maintenance cycle, including parts contracted out to non certificated persons?

  • Determine when, where, and to what standard the inspection is done?

  • Determine who can perform the inspection?

  • Determine where, how, and on what form the results of the inspection are recorded.

  • Determine disposition of the article after the inspection depending on each possible result.

Incoming Raw Materials Inspection

  • Verify that raw materials are identified in accordance with the definitions in the RSM/QCM.

  • Verify the traceability of the materials back to the original lot.

  • Verify the handling of suspected unapproved parts.

  • Verify the shelf life and expiration dates are within limits.

Preliminary Inspection

  • Check for the compliance with Airworthiness Directives and, if required, service bulletins associated with the airworthiness directives.

Hidden Damage Inspection

  • Verify that this inspection includes a search for any secondary damage that could have resulted from an accident such as fire or heat damage.

In-Process Inspection

  • Determine if any additional maintenance, as described in a manufacturer's maintenance manual, is accomplished in accordance with the RSM/QCM.

  • Does the RSM/QCM have procedures for changing the steps in a process specification or accomplishing a task out of sequence.

Continuity of Inspection

  • If multiple shifts or consecutive inspectors are used, are the procedures for the continuing responsibility for maintenance?

  • Are there procedures such as a status book, shift change log, or similar means used to track maintenance progress?

  • Are inspection responsibilities completed even if inspectors are absent?

Performing Final Inspection

  • Verify the inspector who is signing off the final inspection and/or approval for return to service for the repair station is authorized on the roster of inspection personnel.

  • Verify the inspector who is signing off the final inspection and/or approval for return to service for the repair station is appropriately certificated under part 65 and meets the requirements of part 145.155.

  • Verify the repair station inspects then certifies that each article upon which it has performed maintenance, preventive maintenance, or alterations is airworthy with respect to the work performed.

  • Verify when the final inspection is not satisfactory, corrective action is accomplished in accordance with appropriate data.

Review Contract Facility Audits

  • Is the repair station qualifying and surveilling non certificated persons who perform maintenance, preventive maintenance, or alterations for the repair station? (If Applicable)

  • Verify the non certificated person has and uses a quality control system equivalent to that of the repair station for the work performed.

  • Verify the repair station remains directly in charge of the work performed by the non certificated person.

  • Verify the contract the repair station has with the non certificated person includes a requirement that the non certificated person will allow the FAA to inspect and observe the work performed for the repair station.

  • Verify the repair station periodically performs and records audits of the non certificated person to confirm the above mentioned qualification.

  • Verify the repair station tests and/or inspects and records that the non certificated person performed the work satisfactorily and that the article was airworthy before approving it for return to service.

Verify Use of European Aviation Safety Agency (EASA) Supplements

  • Review the EASA work packages to verify the repair station is following the additional requirements listed in the quality control system EASA supplements.
