Review Applicable Information

  • Review parts 43 and 145.

Review the Air Carrier/Repair Station Contractural Agreements.

  • Verify that the repair station is provided with the necessary information to verify compliance with the air carrier's approved program and maintenance manual. (note: this may be on purchase orders or other contractural documents from the air carrier).

  • The documents must clearly state how the repair station will perform the requested maintenance.

  • If the repair station has applicable sections of an air carriers maintenance program or manual, ensure that they are controlled and current for the maintenance being perfored.

  • Does the repair station have procedures for performing routine and non routine maintenance, preventive maintenance, and alterations?

  • Does the repair station have procedures for meeting the air carrier/air operator requirements for periodic inspection and calibration of precision tools, measuring devices, and test equipment?

  • Does the repair station have procedures for preventing an inspectors decision regarding any required inspection from being countermanded? (note: only supervisory personnel of the inspection unit or an administrative person with overall responsibility for both the required inspection and other maintenance and alteration functions can override an inspectors decision. THIS OVERRIDE CAN ONLY COME FROM THE AIR CARRIER).

  • Does the repair station have procedures for ensuring that required inspections, maintenance, and alterations that are not completed because of a work interruption are properly completed before the aircraft is returned to service?

  • Does the repair station have procedures for completing the work forms job cards, and detailed procedures for performing inspections and other maintenance?

  • Does the repair station have procedures for following the air carriers/air operators system for record-keeping and retention or the repair station system if so authorized?

  • Does the repair station have procedures for meeting the training requirements of the air carrier?

  • Note: The following questions are for verifying RIIs if required. The repair station may use all or some of its own procedures for RII inspections if authorized by the air carrier.No

  • Has the repair station been provided with a list of designated inspection items?

  • Does the repair station have procedures for how the repair station will perform required inspections?

  • Does the repair station have procedures for how the air carrier will designate and authorize the repair station personnel performing required inspections by name and occupational title?

  • Does the repair station have procedures, standards, and limits necessary for required inspections, including identifying RIIs within work forms or job cards, if required?

Review Air Carrier Requirements (Review a sample of maintenance records and work orders if applicable)

  • Is the repair station following the air carriers/air operators airworthiness release requirements?

  • Is the repair station following the air carriers/air operators program for continuity of inspection program?

  • Is the repair station following the air carriers/air operators SDR requirements?

  • Is the repair station following the air carriers/air operators CASS (if applicable)?

  • Is the repair station following the air carriers/air operators RII requirements including authorizations and training?

  • Is the repair station following the air carriers/air operators duty time limitations?

  • Is the repair station following the air carriers/air operators maintenance recording requirements?

  • Is the repair station following the air carriers/air operators continuity of inspections?

  • Is the repair station following the air carriers/air operators procedure for any additional personnel training that the air carrier may require?

  • Is the repair station following the air carriers/air operators approved data and deviations?

Review the repair stations OpSpec A449

  • Verify that the repair stations anti drug and alcohol misuse prevention program OpSpec A449 is current and identical to the CHDO copy.

Line maintenance (if applicable)

  • Verify that OpSpec D107 includes the type of maintenance authorized and should include the types of aircraft by make and model for each air carrier with which it has a contract.

  • Verify that the repair station has a contract for each air carrier listed on the OpSpec D107. The type of line maintenance must also be listed.

  • Verify that the repair station is only providing maintenance at the location on its OpSpec.

  • Verify that the repair station performed the line maintenance in accordance with the air carriers/air operators manual and approved program.

  • Verify that the repair staion has the necessary equipment trained personnel, and technical data to perform the line maintenance.

Review Geographic Authorizations (Repair Station outside the United States)

  • Verify the repair stations OpSpec B050 includes an authorization to perform maintenance/alterations and that the repair station is working within the authorization.

  • Verify the repair station exercised the geographic authorization i accordance with the operators manual and approved program.

  • Verify the repair station has the necessary equipment, trained personnel, and technical data to support the geographic authorization.
