Risk Assessment (Desktop)

  • Is pesticide application at a small scale or broadscale?

  • Guidance note:
    - Provisioning centers may carry out both broadscale and small scale application of pesticides
    - Small scale application is exempt from regulatory record keeping and applicator licencing requirements
    - Small scale application includes:
    s4 of Pesticide Regualtion 2017
    The use of a pesticide by a person is an exempt domestic like use of pesticide for the purposes of this Regulation if the pesticide is, or is part of, a product that is widely available to the general public at retail outlets, is ordinarily used for domestic purposes (including home gardening), is being applied by hand or hand-held applicator and:
    (a) if the product is being used outdoors—no more than 20 litres or 20 kilograms of “ready-to-use” product or 5 litres or 5 kilograms of concentrated product is being used, or
    (b) if the product is being used indoors—no more than 5 litres or 5 kilograms of “ready-to-use” product or 1 litre or 1 kilogram of concentrated product is being used.

Qualifications and Training (Desktop)

  • Does the pesticide applicator have records to demonstrate current qualifications in pesticide use and application (training must have been undertaken in the last five years)?

    - A Ground Applicator Licence will be required from July 2018, existing AQF licensing remains valid until expiry after July 2018

Application of Pesticides (Field Inspection)

  • Guidance note:
    - Avoidance of sensitive receivers (both direct application and potential spray drift or run-off)
    - Checking weather forecast and conditions are appropriate

  • Are the pesticides being applied in accordance with their specific label conditions (and if near waterways are the pesticides registered for use near waterways)?

  • If application is directly adjacent/in a publicly accessible location, is signage in place?

  • Are there any specific permit or label requirements in relation to notification and signage?

BROAD SCALE ONLY Recording Pesticide Usage (Desktop)

  • Are records of pesticide application maintained?

  • Do records include the following information?

  • - Details of who applied the pesticide (individual and company)
    - What pesticide was applied (full pesticide product name)
    - How, when and where it was applied
    - What it was applied to and how much was applied
    - Weather conditions at time of application, at minimum an estimate of wind speed and direction (when spraying equipment is used)

  • Are records documented within 48 hours and available for 3 years?

Notification (Desktop)

  • Sensitive Place – For Work within 20 metres of a “Sensitive Place” (Schools, Nursing Homes etc.) has notification been provided?

    At least 5 days notice to owners / managers must be provided
