  • The principal contractor is responsible for the day to day management of the works to ensure compliance with their statutory, contractual and Common Law obligations in respect to WHS including public safety. BAC intends to conduct regular inspections of the perimeter and any public access ways through the work site to identify risks or potential risks in BAC controlled areas adjacent to the work site as well as areas used by BAC staff, other airport workers and members of the general public. The purpose of this checklist is to assist the inspection process. This inspection process does not in any way absolve the contractor of any liability in respect to breaches of its statutory, contractual and Common Law obligations in respect to WHS including public safety.

1.0 - Previous inspection

  • 1.1 - Has a safety observation previously been undertaken on this contractor?

  • 1.2 Have any corrective actions from previous inspections been closed out?

2.0 - Work Health and Safety Management Plan

  • 2.1 - Is the WHSMP available for inspection?

  • 2.2 - Are specific work practices detailed within the WHSMP being implemented onsite?

3.0 - Work controls including permit to work

  • 3.1 - Are all PTW's available on site?

  • 3.2 - Are the PTW's current?

  • 3.3 - Are all permit conditions being met in accordance with associated safety documentation?

  • 3.4 - Are works which require movement of powered mobile plant and or working in the vicinity of traffic within a BAC controlled area being adequately controlled in accordance with an approved traffic management plan, traffic guidance scheme and or safe work method statement?

  • 3.5 - Are the adequate controls measures in place to manage traffic movements at the interface between the works site and the general public including the separation of delivery trucks from public accessible areas?

  • 3.6 - Are vehicle crossings adequately and appropriately controlled to manage pedestrian movement?

  • 3.7 - Is there provisions for designated parking and have these been sign accordingly?

  • 3.8 - Have appropriate controls been put in place for any of the following that may impact on a BAC controlled area?<br>- dust<br>- smoke<br>- fumes<br>- noise<br>- other (specify)

  • 3.9 - Has a PTW been issued for works within a particular area which requires a BAC controlled key to be issued?

  • 3.10 - Where an isolation is in place on a BAC controlled asset has a PTW been issued for the isolation and the BAC asset owner aware of the particular isolation.

  • 3.11 - Has a hot works permit been issued for hot works within, or impacting on a BAC controlled area? This excludes hot works within a designated workshop area.

  • 3.12 - Are hot works being conducted within the worksite in a location that exposes BAC and or the general public to risk?

  • 3.13 - Where hot works are being conducted at the worksite in a location that exposes BAC and or the general public to risk has a high risk permit been lodged and issued?

  • 3.14 - Where a PTW had been issued for hot works are the conditions being implemented and have appropriate control measures been put in place including a fire watcher, fire extinguishers?

  • 3.15 - Has an excavation permit been issued for excavation >300mm within or impacting on a BAC controlled area?

  • 3.16 - Are holes, piles, pile caps, trenches and excavations outside the worksite adequately signed, covered or barricaded?

  • 3.17 - Are all excavations in or immediately adjacent to public areas adequately signed, lit, barracked and controls been implemented to prevent collapse?

  • 3.18 - Has appropriate safety signs been put in place to alert the public to the dangers associated with the works?

  • 3.19 - has a working at heights permit been issued for works that require work at height >2m within or impacting on a BAC controlled area?

  • 3.20 - Where work at heights occurs in or adjacent to public access areas is protective screening in place to prevent objects falling into public access areas?

  • 3.21 - Where working at height occurs in or adjacent to public access areas are all hand tools correctly secured with lanyards or other suitable devices to prevent them from falling?

  • 3.22 - Are all sections of scaffolding, including mobile scaffolding, temporary scaffold, temporary staging, elevated work platforms, ladders etc that are in or adjacent to public access areas secure and on stable footings?

  • 3.23 - Are appropriately rated gantries in place to protect public access areas from falling a objects including beneath the arc of tower cranes or from other lifting plant and equipment such as mobile cranes and concrete pumps?

4.0 - Site conditions

  • 4.1 - Is the storage and stacking of materials clean and tidy and do not impact on. Public accessible areas?

  • 4.2 - Has site hoarding, barricading been installed to the perimeter of the site? Is the hoarding, barricading properly maintained and adequately erected to segregate the work site from public access routes?

  • 4.3 - Are paths of travel kept free of any trip hazards for example electrical cords, waste, uneven surfaces, obstructions, dust and water?

  • 4.4 - Has principal contractor signage been erected? Does the signage detail the principal contractors name, telephone contact numbers, location of the site office if any and is it clearly visible from outside the site?

  • 4.5 - Has access and emergency signage been erected and are there adequate safety signs in place to alert the public to the dangers associated with the work?

  • 4.6 - Have all redundant signage been removed?

  • 4.7 - Are all sharp objects capped for example star pickets, reinforcement bars and earth stakes?

  • 4.8 - Have controls been implemented in areas where noise, dust and fumes which may impact BAC controlled areas and has suitable safety signage been posted?

  • 4.9 - are staging areas for trucks situated away from public accessible areas?

  • 4.10 - Are there appropriate controls in place to monitor/prevent unauthorised access and can the site be made secure when it is unoccupied?

  • 4.11 - Are emergency exit routes clearly signed and kept free from obstructions? Are emergency exit signs clearly visible and not obstructed by plant and equipment?

  • 4.12 - Have protective platforms, screens, warning signs been to protect the public from risk?

5.0 - Hazardous chemicals

  • 5.1 - Is there a hazardous chemical register available onsite?

  • 5.2 - Ae bottles, canisters and other containers correctly labeled stating their contents and hazards?

  • 5.3 - Is the safety data sheets available onsite for the hazards chemicals present?

  • 5.4 - Are all hazardous chemicals correctly separated, bunded and secured against access by members of the public?

  • 5.5 - Are work activities with hazardous chemicals being performed in accordance with the SDS?

  • 5.6 - Is fire fighting equipment available in site?
