Personnel Requirements

  • Is there a sufficient number of maintainers, engineers and certifying employees to provide for the scope of maintenance? (145.A.30)

145.A.43 - Fabrication in the Course of Maintenance (FITCOM)

  • Does the organisation only conduct FITCOM as per the procedures in their MOE and the product complies with the design data, they have the necessary facilities/tooling/test procedures and capability to identify and mark the product? (145.A.43(a))

  • If the organisation has conducted FITCOM has the AMO made and retained a record for each aeronautical product fabricated by it including all the information at 145.A.43(b) of the CASA 145 MOS?

  • If the AMO uses the product it has fabricated, or fits it to an aircraft, has it included it in the maintenance record with a note that the product was FITCOM and a cross-reference to the record that includes the product description, part number and a reference to the record required by the record? (145.A.43(d) and (e))

Maintenance Data

145.A.47 - Production Planning

  • Does the AMO have, at any time, sufficient employees to provide the maintenance services it is approved to provide and a system of production planning detailed in its exposition, which is appropriate to the volume and complexity of maintenance services that it provides? (145.A.47(a))

  • Does the production planning system forecasting of maintenance work to ensure availability of employees, tools, equipment, maintenance data and facilities to carry out the maintenance? (145.A.47(b)(1))

  • Does the production planning system consider human performance limitations when planning maintenance tasks and scheduling shifts, or maintenance teams, to ensure maintenance can be completed without undue haste and within the limitations of human performance? (145.A.47(b)(2))

  • Does the production planning system include procedures for the communication of information to employees about the progress of maintenance when there is a shift changeover or change of individual employees performing a maintenance task? (145.A.47(b)(3))

145.A.50 - Certification of Maintenance

  • Does the AMO issue a CRS for an aircraft or aeronautical product for which it provides maintenance services in accordance with Part 42 of CASR 1998? (145.A.50(a))

  • Does the AMO issue a CRS for an aircraft before a flight at the completion of maintenance? (145.A.50(b))

  • Does the AMO, in writing, on the continuous airworthiness record, notify a person responsible for continuing airworthiness of an aircraft or aeronautical product of any new defect identified during the carrying out of maintenance? (145.A.50(c)(1))

  • Does the AMO, in writing, on the continuous airworthiness record, notify a person responsible for continuing airworthiness of an aircraft or aeronautical product particulars of any requested maintenance work that was not completed at the time of the CRS for the maintenance was issued and the reasons why it was? (145.A.50(c)(2))

  • Does the AMO issue a CRS for an aeronautical product, following maintenance on the product, while the aeronautical product is not fitted to the aircraft in the form approved by CASA as the Form 1 Authorised Release Certificate OR in a form specified in the AMOs exposition for an approved in-house release document? (145.A.50(d)(1))

  • If the AMO is unable to complete all maintenance of an aircraft requested by a registered operator at the time the CRS is issued for the maintenance, has the CRS only been issued in accordance with the provisions of regulations 42.745 of CASR 1998? (145.A.50(e))

  • If the AMO exposition procedures must ensure that if an aeronautical product (the first product) is fitted to an aircraft of a second aeronautical product where the first product has not been released from maintenance under an Authorised Release Certificate or the AMO's in-house release document, the first product is fitted in accordance with regulation 42.440 of CASR 1998? (145.A.50(f)) [See 42.440]

145.A.55 - Maintenance Records

  • Are appropriate maintenance records maintained (maintenance records audit being performed in unison - review this for full details)?

Use of Tooling during maintenance

  • Is personal tooling effectively monitored and accounted for during base maintenance?

  • Is specialist/company tooling checked out and accounted for during base maintenance?

Rectification/Deferral of defects during base maintenance

  • If defects are discovered during maintenance are they rectified and/or recorded on the CRS for future rectification (if permitted). In all cases are defects recorded on maintenance paperwork and is the deferral signed including the engineer licence number/authorisation number and the date of the deferral? (CASR 1998 42.365)

  • Is a defect deferred only if the defect does not adversely affect the airworthiness of the aircraft (or is permitted by ICA,MEL etc.) and/or if it is operational/emergency equipment it is not required by the certification basis for the aircraft? (CASR 1998 42.360)

  • Is any deferral of a defect included in the flight technical log or CA record system for the aircraft? (42.370(a)) [Record must include description of defect, reason that qualified individual made decision to defer the defect and any limitations in relation to the deferral] (42.370(b))

Control Procedures for Critical/Complex Tasks

  • [SEE 42.015 for definition of critical task]. If an individual has carried out critical control system maintenance on an aircraft on behalf of an AMO, has the organisation ensured that an independent individual has verified that the individual has assembled and configured the system in accordance with the maintenance data and that the system is functioning correctly? (CASR 1998 42.340 and 42.345) [GM - CAMO and AMO may choose to develop a list of tasks that require independent inspection - see if this is in place]

Supervision

  • If under supervision is the supervisor 1. physically present at the place the maintenance if being carried out, 2. observing the maintenance being carried out to the extent necessary to enable the supervisor to form an opinion as to whether the maintenance is being carried out properly, 3. is available to give advice and answer questions? (AC 66-08)

Maintenance Work Packs

  • Are maintenance work packs issued and completed as per the relevant regulations and procedures?

Facilities (incl. Equipment)

  • Does the AMO have facilities for the provision of maintenance services that are appropriate for carrying out maintenance of the kind that is being carried out in the facilities? (145.A.25) [weather conditions, temperature, lighting, noise]

  • Does the AMO have specialised workshops and bays to avoid environmental and work area contamination? (145.A.25(a))

  • Does the AMO have facilities that keeps airborne contamination, including dust, to a level that does not result in visible aircraft or aeronautical product surface contamination? (145.A.25(a))

  • For base maintenance, does the AMO provide hangars that are both available and large enough to accommodate aircraft on planned base maintenance? (145.A.25(a))

  • For aeronautical product maintenance does the AMO provide workshops that are large enough to accommodate the product on planned maintenance? (145.A.25(a))

  • Does the AMO provide office accommodation for the management of planned maintenance services and for certifying employees (must be to a standard that enables employees to perform their duties without undue noise distraction)? (145.A.25(b))

  • If maintenance instructions for a maintenance task require the existence of specific environmental conditions, has the AMO ensured that such conditions exist? (145.A.25(c))

  • For base maintenance does the AMO have aircraft hangars that are appropriate for the type of aircraft for which base maintenance is approved and does the AMO have an aircraft hangar visit plan (including process for updating)? (145.A.25(e))

Use of Stores during maintenance

  • Is stores being appropriately used during maintenance and is its use conforming with the AMO process and procedures?

General

  • Does the AMO, for aircraft maintenance, have a procedure in its exposition for capturing maintenance errors? (145.A.65(b)(8)

  • Does the AMO, for aircraft maintenance, have a procedure in its exposition for ensuring maintenance is appropriately allocated to employees to avoid 1 employee simultaneously performing similar tasks on more than 1 system on the same aircraft [if not possible then there is an additional inspection stage by the individual after they have completed the maintenance]? (145.A.65(b)(8)
